Climate change involves the whole world. Canada and the U.S. are part of negotiations in how
to take action. The Kyoto Protocol was the first climate-change plan the countries of the world
negotiated. The U.S. did not agree to the plan. Canada agreed at first, but its position has
changed because of the political party in power.
---2002 – the Liberal gov’t endorsed the Kyoto Protocol but did not make decisions to reduce
GHG emissions.
---2006 – the Conservative party was elected. It said Canada would not meet the targets of the ---Protocol and that the targets would damage the economy. Said GHGs were rising
