JOB CLASS DESCRIPTION Page 1 of 4 Job Class: Mobility Manager Department: Planning and Development Supervisor: Transit Administrator FLSA Status: Exempt Grade: 14 Revision Date: February 2015 Prepared by: Trusight Job Summary: Under general supervision provided by the Transit Administrator, the Mobility Manager is responsible for planning and implementing department projects and programs by collecting data, completing research, and providing project administration. The Mobility Manager performs complex analytical work through the identification, collection and interpretation of data used to prepare plans, reports, maps, tables and charts. The Mobility Manager manages the Paratransit Operations and Civil Rights programs required by Federal Transit Administration. Scope of Responsibility: The Mobility Manager is assigned to develop and implement mobility management programs, manage the Paratransit Program and operations while ensuring full compliance with ADA regulations, and develop and implement FTA Civil Rights programs. This includes public transportation programs of the City and coordination with other public transportation programs provided in the metropolitan area. The Mobility Manager will also occasionally be responsible for developing and submitting various grant applications. Essential Duties and Responsibilities: 1. Promote the development and maintenance of a network of transportation services and alternatives beyond requirements of the ADA for persons with disabilities. 1.1. Communicates with program providers who work with individuals with disabilities to identify needs and gaps in transportation services - determines ways to creatively address those needs. 1.2. Develops plans to address transportation issues of individuals with disabilities and coordinates efforts between transportation providers. 1.3. Engages human service agencies to improve transportation options for FM metropolitan area residents with disabilities. 1.4. Promotes transportation options to individuals with disabilities and program providers. 2. Manages MAT Paratransit growth to ensure service continuation outside of the ¾ mile corridor. 3. Develops and maintains a clearinghouse of metro-wide transportation information. 4. Responds to elevated concerns of paratransit providers and riders. 5. Partners with inter-government agencies to survey transit riders. Responsible for identifying, collecting and interpreting complex data and information used to prepare plans and reports. 5.1 Develops complex plans; creates and writes staff reports on public transportation projects, studies and proposals; City of Fargo, North Dakota JOB CLASS DESCRIPTION Page 2 of 4 5.2 5.3 Prepares or instructs others to prepare maps, photos, tables and charts reflecting conditions and trends for reports and presentations; Performs advanced analysis of internally or externally initiated ideas, proposals and applications to identify compliance with current ordinances, policies and practices; 5.3.1 Identifies likely positive or negative outcomes; based on analysis, identifies environmental, economic, or legal impact and ways that positive impact can be reinforced and negative impact mitigated; 5.1.2 Seeks to identify solutions that will produce positive outcomes for the City and its citizens; 5.1.3 Participates in negotiating positive outcomes for the City, property owners and citizens. 6 Communicates effectively, professionally and courteously and maintains working relationships with others in carrying out job functions. 6.1 Regularly interacts with the public on elevated issues pertaining to department policies, procedures and protocols; refers to others as appropriate and follows up to ensure inquiries are resolved satisfactorily; 6.2 Presents reports and plans during Board and other meetings; 6.3 Communicates with others in the work unit to provide information relating to work assignments and progress of work or to convey information about conditions or work related needs. 7 Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices. 7.1 Knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss; 7.2 Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work; 7.3 When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner. 8 Manages the Paratransit Program and operations. Provides work direction to the dispatch/reservationists. 8.1 Maintains accurate and up-to-date knowledge of regulations related to ADA Paratransit Services and ensures full compliance with ADA regulations with respect to operations, rider certifications, dispatch/reservationists functions, and revenue service. 8.2 Develops policies and procedures that ensure maximum compliance with all applicable ADA regulations. 8.3 Provides work direction, technical guidance, and training for applicable City/Contractor staff regarding Paratransit and ADA. 8.4 Provides oversight of paratransit scheduling software functions including analysis of the software application to ensure the software capabilities are being correctly and fully utilized to result in the most efficient use of City resources while still serving riders equally. 9 Develops and implements FTA Civil Rights Programs including Title VI and Disadvantaged Business Enterprises (DBE). 9.1 Effectively researches and develops Civil Rights programs required by FTA to ensure full compliance. 9.2 Monitors programs and develops required reports for Civil Rights programs. City of Fargo, North Dakota JOB CLASS DESCRIPTION Page 3 of 4 10 Develop and submit local, state, and/or FTA grants as needed under the direction of the Transit Administrator. 11 Performs other duties and activities as assigned. Minimum Qualifications: The job requires graduation from an accredited college or university with a bachelor’s degree in, public administration, or human services administration; a Master’s Degree is preferred; and at least three (3) years of experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. A valid driver’s license or evidence of equivalent mobility is also required. Knowledge, skills and ability include: Knowledge of transit needs of elderly and disabled citizens; Knowledge of Medicaid reimbursement rates for transportation; Knowledge of human services programs and systems; Knowledge of Americans with Disabilities Act (ADA); Knowledge of federal, state and local regulations pertinent to public transportation Knowledge of basic bookkeeping; Knowledge of paratransit scheduling software with ability to develop and generate reports; Skill in organization and statistics; Skill in developing and interpreting data; Skill in interpreting federal and state regulations; Skill in performing mathematical computations such as algebraic functions; Skill in communication and interpersonal skills as applies to interaction with coworkers, supervisors, the general public, etc., sufficient to exchange or convey information, resolve disputes and receive work direction. Physical Demands & Working Conditions: Most work is performed in a normal office environment; on occasion, work is performed in the field. The noise level in the work environment is usually quiet in the office and moderate in the field. Daily work often involves moving between buildings and rooms. Activities the incumbent must perform include fingering, grasping, talking, hearing/listening, seeing/observing and using repetitive motions. Occasional driving is required to attend meetings. The job may involve dealing with and calming individuals who are emotionally charged over an issue. There is considerable attention to detail and deadlines. This job is rated for Sedentary Work, meaning that walking and standing are required only occasionally and the job involves sitting most of the time. The incumbent must be able to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
