Alma, Michigan December 27, 2016 Mayor Nyman called a regular meeting of the Alma City Commission to order at 6:22 p.m. at the Alma Municipal Building. Present Absent: Allman, Ayers, Harrington, Mapes, Mott, Nyman & Piccolo. None. Mayor Nyman asked the City Commission and members of the audience to stand and recite the Pledge of Allegiance to the Flag. Motion by Commissioner Piccolo as supported by Vice-Mayor Mapes to approve the December 13, 2016 regular meeting. Yes: No: Allman, Ayers, Harrington, Mapes, Mott, Nyman & Piccolo. None. Motion by Vice-Mayor Mapes as supported by Commissioner Piccolo to approve the following items on the Consent Agenda for payment: $5,500.00 to Michigan Department of Environmental Quality for the annual 2017 NPDES Discharge Permit fee; $1,790.00 to ProQuest, LLC for the annual renewal of Ancestry Library database; $3,560.00 to the Alma Elks Lodge for the annual employee award recognition banquet and $81,864.76 to Freed Construction for the 6th payment request for Phase II of the 101 W Downie; aka Maples Building. Yes: No: Allman, Ayers, Harrington, Mapes, Mott, Nyman & Piccolo. None. Motion by Commissioner Allman as supported by Commissioner Harrington to approve a resolution authorizing the execution of a Interlocal Agreement between the City of Alma and the Isabella County Transportation Commission to provide mutual assistance to the public in operating transportation services between both service areas. Motion by Commissioner Allman as supported by Commissioner Piccolo to approve a resolution authorizing the execution of a Project Authorization with the Michigan Department of Transportation (2017-0004/P2) in the amount of $41,213. for FY 2017 Specialized Services Operating Assistance and to authorize Mayor Nyman and City Clerk Letourneau to execute the agreement on behalf of the City of Alma. Matt Schooley, Alma Transportation Director addressed the Commission that the funds for the Specialized Services Operating, from the State, will assist the City in providing non-emergency medical transportation. Vice-Mayor Mapes congratulated Alma Transportation and its Director, Matt Schooley on getting this project moving forward. Yes: No: Allman, Ayers, Harrington, Mapes, Mott, Nyman & Piccolo. None. Yes: No: Allman, Ayers, Harrington, Mapes, Mott, Nyman & Piccolo. None. All the City Commissioners wanted to wish everyone a Happy New Year and to celebrate safely. Mayor Nyman then asked if any one from the public would like to address the Commission. Karl Coons of Moyer Ave. would like to see a 4-way stop at the corner of Moyer and Elizabeth. City Manager Moore stated that a traffic study would need to be done and could be done in the spring. Mr. Coons wanted to ask if something can be done about the sidewalks on Wright Ave to get the snow removed. Assistant City Manager, Aeric Ripley replied that property owners will be sent letters to remove the snow. Laurie Wilson of 1537 Wright wanted to tell the Commission that the Drop In Center needs to take better care of their sidewalks. Patches of ice have not been removed. Fire drills at the Center are still not on a regular basis. City Manager Moore stated that he wiil speak to the Mental Health Board on these concerns.
