Emilia Fino description of the area The “area di risulta” of the station is a recovered urban low space following the reorganization of the railway of Pescara system. The area is to the moment turned to park, in part controled by regulation and guarded. The access to the area whether possible is from the square of the old station, then from Vittorio Emanuele course, or from Gasperi street. The double accession-exit makes it the ideal destination for anyone wants park coming from southwest without cross the traffic of the center. Actual use of the ground understands: service area to the mobility( square turned to bus services and layouts terminal of inside mobility to the area); commerce(itinerant and occasional commerce); park for about 1500 car places; urban equipments( ex railway station, actually center of the observatory of astrophysics and ex reservoir of the water); railway areas( railway station hall; Ferrhotel); submerged areas by the in relief railway ( embankments that support the railway plank ). The “area di risulta” of the station is a central strategic area that represents an only occasion for the urban and environmental retraining of the city of Pescara. The assumed decisions progressively from different town councils, till the actual, on the possible destinations of the area derives above all from the strong request for the citizens to retrain the centre of town and they impose to foresee in the planning big spaces dedicated to the equiped green area. Such objective is set to base of the project choices. 2. FINALITY OF THE WORKS/ OBJECTIVES TO REACH The “area di risulta” has remarkable potentiality of transformation and it is easily attainable by all the points of the city, being in barycentric position in comparison with the urban perimeter and edged by some of the guiding principals of urban traffic. Moreover it is to the contact with the principal commercial natural area of the city, at the same time connected to costs and with a lot of public serviceses and destitute of interest. The proposal of retraining of the “area di risulta” is born from the evident necessity to recover and return to the city a space in which have been disused for a long time its original works with a coherent destination and characterization of the places. The objective is that to plan and realize a new representative place of the city, a characterized place from a wide urban park, from a cultural polyvalent building and from a public parking lot connected to the terminal of the extra – urban bus. The area of intervention is delimited to northeast from Vittorio Emanuele course, to northwest from Michelangelo street, to southwest from the central station and to east from a diagona curtain built l in comparison with the road network. The surface of the area, object of planning has an extension of about 23 ha ( of which are of Municipality about 11 ha so called “area di risulta” and about 4 ha are destined to roads and square; 2 ha belong to the FS and there are dealt railway station, about 3 are covered by the in relief railway embankment and about 3 are destined to roads and parking lots of pertinence ). The area, primarily disused, is constituted by not built lot, exception for: - the central building of the ex railway station, it is destined to center of the observatory of astrophysics; - the ex water reservoir; - the ex dormitory and a ruin that now is as refuge for a steam locomotive. The presence of the railway station and of the bus terminal adds centrality to the area, doing from it for anyone travels by public transport the first contact point with the city. It is an area substantially level, of remarkable dimensions and of rectangular form, for which doesn't exist particular restrictions. The area has besides the characteristic main point to be nearly entirely free. In the following years to the casting off new works are not been carried out, but they bring to further conclusion demolitions. The area is important knot of mobility, not only for that deprived in urban circle, but even in relationship to the public vector in regional circle, for the presence of the railroad and of the terminal of the public urban bus services, suburban, interurban| and interregional. Finally the onerous transfer of the area on behalf of the FS to the Municipality attributes a further potentiality to this area, making more immediate the procedural passages it reuse, in coherence with the indications whwtehr of the town plan, or of the program of government ( C.C. deliberation n.439 del3.07.2003 ) that destine the area to activity of public interest. More in detail the objectives of the transformation are: - the location in the area of urban qualifying functions( cultural); - the configuration of public spaces and “green of quality”; - the expansion of the services to the city across the realization of car-park and terminal bus; The question of transformation of the area is able be so brought back to the following themes: 1 urban quality and public park – the first and more diffused question is that of qualification and physicist and environmental across recover areas of equiped public green; 2 cultural structures– there is the necessity to realize a polyvalent structure of elevated architectural quality capable of organize and attract cultural and relational activity of big social value in degree to revitalize the whole urban area of reference; 3 parking lots– the area is at the moment a necessary point of public parking lot for the pedestrian access to the central areas and at the station; 4 mobility– there is a shared interest in the rationalize the value of knot of the mobility of the area ( railroad, bus services, taxi,private vehicles.); The set of proposed functions for the area of the central station has different nucleuses of project: 2.1. the park; 2.2. the cultural polyvalent structures ( library metropolitan); 2.3. the parking lots; 2.4. the bus terminal and the knot of the mobility; 2.1. the park The objective is that of the environmental retraining and landscape painting of the area. The public park has to occupy an elevated surface ( minimum 80 % ) and cover with a green big cloack part of the area. The park has to represent an occasion to live in the open air any activities tied up to the free time and to the cultural activities of the city, even if for example thanks to the offer of shows in the open air during the day and the evening ( the park as great social fact ). Inside this park buildings are able be present, realized with light technology ( typical of the mobile architectures ) and destined to entertain activity of recreational type. The park will have to be shaped as place of the point of view of the urban landscape and of the existing architectures and of project, integrating, in an unitary image, the different urban elements that converge in the area. 2.2. the cultural polyvalent structure The principal function of anticipated excellence is identifiable in a cultural polyvalent structure. A function of great relief and breathe for the city and of meaningful new building out of earth will be constituted by a cultural structure of elevated architectural quality like catalyst of cultural and relational activity in degree to revitalize the whole urban area of reference. Such structure is the metropolitan, the library , that ti is not only a place of the reading but as center of cultural and social interrelation defined by big spaces for a vast range of cultural and recreational activity that allows the fruition even in the evening. A structure with polyfunctional characteristics of interport of the culture (library, internet, place for events, little auditorium|, bars) 2.3. the parking lots One or more filled park, in degree to entertain from about 2.000 to 3.000 cars, to more level and in part out, it must be studied with the due attention in its impact on the enviroment, considering the superficiality of the aquiferous stratums that are found to relatively low quotas (about mt. 2.50/3.00). The work is destined in replace the existing parking, revaluing the dimensional, project and managerial characteristics. A partof parking lots of interchange for the railway station, may drawn in the spaces already existing in the in relief railway thing. 2.4. the bus terminal and the knot of the mobility The knot of the central station is understood as a hinge point of a more ample strategy of rationalization and expansion of the public transport, in a metropolitan and regional optics. The general aimto reach is the exploitation of the innovative system of transport like a system of the Pescara mobility, across the better insertion of the traced in the circle of the intervention. The possible presence of the system of rapid transport in “area di risulta”, moreover, it would make easily accesible to the citizens the services in the operation of urban retraining. The bus station (bus terminal) must be functional and reported to the park and to the system of parking lots. For a better management of the deriving traffic from north and a lightening of the flows in “area di risulta”, must be examined even the hypothesis of partial decentralization of the urban bus services with a smaller structure, set to south in the neighbourhoods of the university-judicial knot. This solution will be able allow a lightening of the function of terminal in “area di risulta”, and the allocation of some terminal with development areas destined to cover a function for the urban mobility, in a future. 3. URBANISTIC CONFORMITY AND TECHNICAL RULES TO RESPECT. The preliminary project, to develop in according to the indications of the present document across the contest of architecture, has to hold in account of the indications scheduled for the area from the P.R.G. current and of the indications contained in the government program with of a deliberation council of the 3.07.2003 n.439: P.R.G. Detailed plan of public initiative– B7 sottozona( |art|. 37 of the N.T.A.): P.P.1 ( area di risulta ): ·1 Min. 80 % pubblic park/terminal bus/parking lots ( even filled in ) ·2 Max.10 % places and equipments for cultural activities and free time Practicability and squares P.P.1 b circle |sub| (submerged in relief railway areas):recovered spaces hidden shares of the embankment and maintenance of the places to use railway ·1 Max.50 % places for cultural and expository activities Government Program the “area di risula” of the railroad, acquired after long years and still destitute of a general, realizable for functional lotts, but with a rigorous general plant, drawn up following an exam international procedure, capable of resolve the problems of architectural and cultural characterization of the central area of the city, of organic connection of the diverged the opportunity to the transport of passengers; of full exploitation of the greatest environmental resource of which the city disposes in its central zone. For us such areas have to be destined in equiped parks ( that is favored with structures for the enjoyment of the park and the socialization ) for the maxim possible quota, not less than 80% of the total surface, reserving to cultural structures, to the filled in parking lots and to possible functions of service the remainder." TECHNICAL REQUISITES RESPECTING Respecting the technical provisions and that administrative for the realization of the public works or of public interest, considering of the complexity of the work and of the reflex of it on the life quality of the citizens, in relationship to the entity and quality of the disbused services in phase of exercise and of the modality that involve public resources and organizations and/or deprive ( finance project, STU ), and then the necessity to conjugate culture and satisfaction of public interests, in the following phase of examination of the project proposals will need introduce: - suitable methods of analysis and of selection of them: - criterions of validation of the projects, in accordance with concepts of quality and of level perception of the service of the citizen. 6. IMPACT OF THE WORKS ON THE ENVIRONMENTAL COMPONENTS The complex of the forecast works in “area di risulta” for their ampleness and centrality respect the inhabited area of Pescara needs, in the following phases of planning, of an accurate evaluation of the possible impacts concern whether the phase of construction or that of management . They will have to be appraised, preventively, the possible influences of the work on the ground, in consideration even of the degree of seismicity of Pescara, on the surface water and of stratum, let alone on the atmosphere, with regard to the acoustic immissions and to the pollutions. In particular for the realization phase - kept account of the centrality of the work, will need verify the effects of the transport of the materials to digest and of that from construction to deliver, to the end to minimize the effects across the optimization of the crossed by employ. For the digested grounds of excavation need study carefully the characterization of the same, to the end to determine the possible reuse, or the disposal. In this case it is important to study the crossed toward the environmental individual detractors and the possible alternative solutionses of transport to the all– rubber; - It is important to foresee provisional works in degree to limit the issues in atmosphere whether of acoustic type ( panels ) or chemical– physicist, let alone to contain the vibrations on the ground avoiding so possible damages to the neighbouring inhabited area; - Moreover it is important to , foresees an accurate hydraulic study to the end of threshold the possible changes generate from the works in construction on the outflow in stratum, in particular these in degree to influence negatively the foundations of the near buildings. The phase of management ( in exercise ) will be preventively appraise and improve already from the project phase: - the hidraulic regimes (definitive) in stratum, to the end to guarantee the more possible the adherence to the situation. The levels and the quality of the waters of stratum will be control in the time foreseeing periodic analysis to make to cadence and in occasion of traumatic events; - the disposal of the surface water, that kept account of the substantial waterproofed surface by the realization, has to foresee tubs rain, the and water – pipe; -8 the issue in atmosphere of pollutions creditable to the induced traffic from the parking lots, let alone that acousticses, being able foresee for this the latests a reduction respects the actual situation, even in relationship to the anticipated coverage of the areas of parking lot and of the practicability of access. 7. LEVELS OF PLANNING AND ELABORATE GRAPHIC BY COMPILE the levels of planning that have to be developed are that foreseed by the |art|. 18, paragraph 1, of the D.P.R. 21 December 1999, n. 554. 8. METHODOLOGY OF TRUST OF THE PLANNING SERVICES The contest, to the senses of the art.59 of the D.P.R. 554/1999, in only degree with indication of the technical-economic feasibility, appear the system more functional to the demands of the administration and leaves ample borders to use procedures of realization of the alternative work and/or innovative. CONCLUSIONS The project has to define an architectural well-grounded idea on the centrality of the area, on its representative and evocative ability and on the prevalence of the void on the "height" in order to maintaining the contemporary character of the area. The area remains a free space, to cross to reach the railway station or the bus station, the services, when to stop and to enjoie the free time. A not secondary objective is in the ability of the vegetation to demolish the dusts, to produce oxygen and environmental comfort. These are the principal requisites that the project has to respect: -1 architectural impact of the interventions: positive relationship among the new urban image, the profile of the physical produced transformations and the context to different inside point of view and they express to the area; -2 promotion of an urban sustainable model: satisfaction and promotion of the social characters, economic and of use of the space ( parks); -3 qualitative adequacy of the spaces for anticipated work: fitness of the formal characteristics of spaces in the answer to the necessities of the functions that you are installed; -4 dimensional adequacy of the spaces for anticipated work: fitness of the dimensions attributes to every space for each anticipated function; -5 flexibility of the spaces of project in comparison with future transformations: correspondence and ability of adaptation and transformation of the inside spaces and they express to future changes of use.
