Welcome remarks of the Chair of the CGE
Mr. M. Asaduzzaman

Acknowledge the Chairperson, Hon. Min. Alfredo Molinas, Minister for
Environment, Mr. Luis Molinas, Executive Secretary, National Council of
Environment, Ms. June Budhooram, UNFCCC Secretariat, the members of the CGE,
trainers and experts, the trainees and the members of the secretariat.

The Consultative Group of Experts (CGE) on national communications from
non-Annex I Parties is a constituted body of the Convention that reports directly to the
Subsidiary Body for Implementation, one of the two subsidiary bodies of the
Convention.

As part of its mandate, the CGE provides technical support to non-Annex I Parties
through the conduct of regional hands-on training workshops on national greenhouse
gas inventories, vulnerability and adaptation assessments and mitigation. Thus far, the
CGE have organized 5 regional training workshops.

This is the second workshop that the CGE organized for the region. The first
workshop was on greenhouse gas inventories held in Panama City, Panama, in 2004.

The CGE training have provided the national experts with understanding of the
climate change realities and their impacts on the ground. This understanding have
been reflected somewhat in the first national communication. Then the second
national communication which is under process in many countries is expected to
reflect deeper understanding of climate change impacts and interventions more fully
because of the capacity built through the CGE’s training workshops.

At the same time, I must say that the CGE had come to realize that the ground realities
differ so much between countries that in-country special training workshops are
needed very much. While this is not the mandate of the CGE, we expect that the
national institutions like the Ministry of Environment and the National Council of
Environment in Paraguay will try to complement the GCE’s training with in-country
workshops possibly with the help of regional centres of excellence. The funding for
such activities, if necessary, may be obtained through the various windows of
multilateral channels.

I would like to thank the Minister and Executive Secretary for being with us who
showed the importance they attached to climate change issues in Paraguay. I thank
the various national governments and entities that sent their trainees for the workshop.
I can assure them 5 day of exciting experience. I owe gratitude to the trainers and
experts for their technical and intellectual help. I thank the UNFCCC secretariat which
is really cog and wheel behind the organization of the workshop. Lastly but not the
least, I thank Ms. Lilian Portillo, the present Rapporteur of the CGE and is expected to
take over the Chairpersonship of the CGE after the COP in Nairobi later this year, for
her enthusiasm and perseverance in holding the workshop here in Asuncion. Thank
you all!
