on Climate Change

Benchmarking of NCPs
• The report discusses needs and expectations of the
WBC scientific community in relation to the NCP
performance as the main outcome of a survey.
• At the same time the report discusses the needs,
strengths and weaknesses from the point of view of the
NCPs as the outcome of peer visits.
Benchmarking of NCPs
• Essential component of a functioning NCP system:
dialogue with the policy makers; opportunity to exchange
views on improvements of their performance; available
resources.
• Governments need to play a key role in developing,
promoting, monitoring and enforcing the NCP systems.
• The EC should assist the NCP systems offering proper
training and support NCPs with adequate resources (not
only project based).
Benchmarking of NCPs
Figure 1.20: The necessity of having specialized national entities dealing with issues of NCPs and the
role of NCPs in the client’s countries.
