We develop a semiclassical kinetic theory of electron spin transport in strained semiconductors in the
presence of electric and magnetic fields. For the case of a uniaxial stress, the spin-orbit coupling of
electron spin to strain is shown to directly affect the spin precession frequency. The implications of this
theory in the diffusion approximation are found to be in excellent agreement with the scanning Kerr
microscopy images of spin flows in n:GaAs epilayers under a uniaxial stress in h110i direction.
