Ithaca College Prevention Framework
Center for Health Promotion, Office of Counseling and Wellness
Ithaca College implements a wide variety of substance abuse prevention and intervention strategies on
an ongoing basis. We employ a public health approach, combining the utilization of strategies that foster
an environment in which students can make healthy decisions about substance use with those strategies
that target individual students. The strategies can be best understood when divided into three
categories: Universal/Selective, which targets the campus as a whole; Early Intervention, which targets
those students who are beginning to experience problems; and Treatment/Referral, which targets
students who need a higher level of care or who are in recovery.
Universal /Selective Strategies:
The Alcohol and Other Drug Prevention Team: Consists of faculty, staff, and administrators from SACL,
Counseling and Wellness, Athletics, Office of Public Safety, OSEMA, Residence Life, School of HSHP;
meets monthly to discuss strategies which include policies, judicial protocols, tracking of incident data,
educational programs, and other initiatives.

Alcohol-free, campus-based recreational and social activities are available and are publicized.
FWD: Fun Without Drinking is a thriving student organization dedicated to providing a supportive and
friendly environment for students who are looking for social events and friendship with others who
choose to abstain from alcohol and other drugs.
The Substance-Free Residence Hall is an optional living community on campus.
The Alcohol.Edu online course is expected of all first year students, pre-matriculation.
The Ithaca Student Health 101 e-magazine is available online to all students. The content is updated
monthly and frequently contains articles and videos related to alcohol and drug use in college. Online
readership has averaged 600 individual students since the subscription began in March of 2012.
Assessment: A standardized web survey, the National College Health Assessment, is utilized to measure
alcohol and other drug use trends and to plan for services and programs.
Information: Bulletin boards, posters, pamphlets, Intercom messages, the CHP website, and classroom
presentations are available to share credible information regarding alcohol and other drugs.
Early Intervention Strategies:
Campus judicial protocols and sanctions are regularly reviewed for fairness and consistent
administration. The Alcohol and Marijuana Judicial Protocol was recently revised to improve
consistency, fairness, and transparency (May 2012).
The IC Medical Amnesty Policy is in effect to encourage bystander intervention (students calling for
help).
A Monday morning follow-up email is sent to students experiencing an alcohol or other drug-related
incident on the weekend. Students are referred to BASICS program. Compliance has been close to 100%
since this strategy began as a pilot in Jan. ’11.
BASICS – Brief Alcohol Screening and Intervention for College Students is an evidence-based program
offered by the Center for Health Promotion. Individual educational meetings are held with students who
are referred by Judicial Affairs or other campus department. Students may self-refer. The BASICS 2
Group Intervention was added to the BASICS Program in the spring of 2013. BASICS 2 consists of 4
consecutive weekly meetings.
Personal counseling on substance abuse issues is available through the Center for Health Promotion and
Counseling and Psychological Services.
Online alcohol and marijuana courses are administered as a Level I sanction per judicial protocol.
Parental Notifications are conducted per judicial protocol.
Campus training is offered to RA’s, faculty and staff, Orientation Leaders, and other groups upon
request.
The Campus-Community Work Group meets bimonthly at IC to address the concerns of our community
neighbors on South Hill and beyond. Membership includes representatives from Public Safety, SACL,
Health Promotion, SGA, South Hill Civic Association, Tompkins County Sheriff’s Office, Ithaca Police
Department, Ithaca City and Town Governments, and others. The Work Group collaborates on strategies
designed to foster positive relationships and improve the quality of life for students and Ithaca area
residents.
Treatment and Referral Strategies:
Ithaca’s Alcohol and Other Drug Services webpage provides a public listing of resources available to the
campus community.
AA meeting schedules are available to students via the Center for Health Promotion website and
brochures.
Referrals are made to Alcohol and Drug Council of Tompkins County, Cayuga Addiction Recovery
Services, and private practice therapists in the community.
A clinician from Cayuga Addiction Recovery Services works on campus in the Center for Health
Promotion twice per week during the academic year. This person conducts brief interventions with
individual students and with groups.
