To the UNO Political Declaration on NCDs
Paragraph 37 of the Declaration Stresses the Importance of NGOs,
Patient Organizations and Collaboration
“Develop, implement, monitor and evaluate strategies addressing NCDs engaging the whole of
government, the private sector and civil society and adopt a ‘health in all policies’ approach where all
major policies and capital projects are subject to a health impact”
(Proposed Outcomes Document for the United Nations High-Level Summit on Non-Communicable Diseases)
August, 2011- Mocsow Diabetes Associftion (MDA) joned All-Russia Union of Patients (AUP) that,
unites large Patient Organization (Society of Nephrologic / Transplant Patients (SNTP), “Nation’s
Health”, League and other).
November, 2011 - MDA participated in the 2-nd All-Russia Patient Congress; 984 delegates from 63
Regions attended the Congress. One of the sessions was dedicated to DM.
Conceptual Framework at the Federal Level:
Being of members of Social and Advisory Councils on protection of patients' rights under the
Ministry of Health, Federal Service Surveillance in Healthcare, of Federal Antimonopoly Service of
Russian Federation and other state agencies, Representatives of the Alliance actively take part in
discussions and decision-making in the following areas:
- Discussion of health reform, particularly draft of federal law "Principles of legislation on health
protection of citizens”;
- Expansion of citizens’ rights suffering from severe chronic diseases to preferential drug provision
and the provision of high-tech medical care;
- Reform of the Medical and Social Expertise;
- Involving of social experts in the procedure of preparing solutions in the field of healthcare
Implementation of program of counseling and patient advocacy.
