Shorter Waits for Cancer Treatment


Health Target - All patients, ready for treatment, wait less than four weeks for radiotherapy or
chemotherapy - region consistently meeting the 100% target.
The regional project to introduce the eviQ Antineoplastic drug (Chemotherapy) Administration Course for
nursing is progressing well and the programme has gone live. The project evaluation is in process and the
next stage of work to be undertaken in 2016/17 is being scoped.
Faster Cancer Treatment (FCT) programme
FCT Indicators


DHBs reporting monthly against the indicators including the new 62 day health target - patients receive
their first cancer treatment within 62 days of being referred with a high suspicion of cancer and the triaging
clinician believes the patient needs to be seen within two weeks( 85% of patients by July 2016). 2015/16
Qtr3 data identifies that the region is currently at 75%
CCN facilitated a regional FCT forum in April to work with the DHB cancer managers, Cancer nurse
coordinators, FCT trackers and others to identify service improvement opportunities. Agreed actions
include:
o Capturing and reporting delay codes (currently not mandatory) to support breach investigations
o Assessing the FCT SharePoint tracking tool currently used in WaiDHB, HVDHB and CCDHB to see if it
could be used as an interim IT solution regionally to increase visibility and pro-active management
of FCT patients
o Assessing FCT infrastructure (including governance, reporting and service improvement resources)
in each DHB against the NHS Change Model to maximise sustainability of improvements
o Developing a communication and referral process to support inter-DHB patients
o Reviewing all patients for the last quarter who were recorded with a pathway of +120 days to
identify if this is due to data issues or actual journeys
o Investigating reasons for why there is a mismatch between NZ Cancer Registry data and the 31day
data for our region to ensure all patients are being reported as required
CCN is providing the group monthly updates on progress against these actions and will facilitate a follow-up
forum in 4mths.

Bowel Screening Programme national roll-out will commence with HVDHB and WaiDHB as the first
DHBs in 2017. RCNs will be working with the Ministry re identifying their role in supporting this

Multi-Disciplinary Meeting (MDM) Development


CCN is working with the region to identify clinician resourcing requirements to support the MDMs to
inform DHB business cases to address any additional requirements – due for completion June 2016
Under the Cancer Health Information Strategy the Ministry is progressing a project to deliver a
standardised national MDM framework by late 2016. Link to Strategy:

Supportive Care


He Anga Whakaahuru - CCN Supportive Care Framework has been finalised and disseminated to the sector.
A regional implementation plan has been agreed by the regional Steering Group for the Psychological and
Social Support Services Plan. Initial implementation actions include separating the Framework into its
component parts (model, standards, workforce competencies and quality tools) and engaging with
organisations and related projects to promote the use of these.
Regional Psychological and Social Support Services Plan - roles are now in place and local DHB meetings are
ongoing to identify the existing services and resources available and how the new roles will integrate. New
and existing service providers attended the national forum in May to learn from each other and align
developments where appropriate.
FCT Request for Proposal
 The following Round 2 projects to support DHBs to meet the 62 day target, implement the tumour
standards and address equity, are underway and will be delivered during 2015-18:

o CCDHB/HVDHB/WaiDHB - Emergency Presentation of Colorectal Cancer - Identifying Factors
Affecting Late Presentation - How Can We Improve Patient Awareness and Health Seeking
Behaviours to Improve Overall Outcomes
o CCDHB/HVDHB/WaiDHB - Development and Implementation of a Pacific FCT Plan
o MDHB - Secondary Services Pathways Development
o TDHB - Defining the Uro-oncology Patient Pathway
o WhaDHB – Individual cancer follow up plans
Equity Programme


CCN has been contracted by the Ministry to provide secretariat services for Hei Āhuru Mōwai (Māori
Cancer Leadership Aotearoa) for the next 3 years.
Partnering with the Cancer Society to plan for the delivery of the Kia ora e te Iwi programme (living with
cancer) across the Central Districts Division. Planning for a facilitator training hui currently underway.
Palliative Care:

The business case to increase the number of 3yr palliative medicine trainees in the region has been
approved in principle by the COOs/GMs in partnership with the Hospices. The first of three proposed
additional trainees has commenced rotating across CCDHB, Mary Potter and Te Omanga Hospices.
Discussions continue with respect to implementation of the other two positions over the coming year – one
based in CCDHB and one in MDHB.
General
 2016/17 DHB annual planning and Regional Service planning is in its final draft stages. Whilst palliative care
has been signalled as an emerging priority area, for the 2016/17 RSP the identified actions will continue to
sit within the Cancer section.
