Minutes of the Regular Meeting of the Advisory Committee on Development Design held in the
Annex of City Hall, 1100 Patricia Boulevard, Prince George, BC on Wednesday, March 20, 2013
at 12:00 p.m.

Project: VanKam – Proposed Terminal and Office Development

Presentation:
This is the first web Go-To meeting for the Development Design committee. Industrial
building on 22nd and Ogilvie. Snow removal, catching up to current zoning. Site is
relatively flat, except for 22nd Ave. Won’t need oil retention. Area is commercial with some
industrial. Wanted departure from that to try and create a focal element, a presence for
VanKam. Warehouse and office space. Reflect materiality that’s existing. Hiding a portion
of the warehouse. From all approaches, get sense of recognizable VanKam identity. Local
sustainable features (glue, floor and roof systems, wall to stair-tower) using pine beetle-kill
forest products. Break up monotony of typical warehouse with verticality. Screening of all
mechanical equipment, appropriately signed. Concrete, wood and metal. Modern building.
All structural elements will be CLT…wall through warehouse exterior walls, roof and 2nd

Floor.
Committee Discussion:
The Committee inquired about 50 ft trailers turning in parking lot. Response: 60ft
turning radius. Civil Engineer on board, access is functional right now.
Manoeuverability is tight, but possible with 2 and 3 radius turns.
The Committee inquired about storage for snow removal at 2 locations on site. Site
grading to contain melt-water on site. Response: Owner provided requirements.
Have back-up contingency plan to truck off site, but can’t answer beyond that.
The Committee inquired about lighting. Response: Will comply with typical dark
sky policy. Can’t have lamp standards in middle of drive area because of trucks.
Limit lighting to on building itself. Follow CPTED principles, with directional,
downward lighting on perimeter of building. Discussions on height of lamp
standards.
The Committee inquired about fencing. Vagrants camp in property directly east of
site. Response: Fencing is not shown on drawings but may be installed. Staff to
follow up.
The Committee inquired about hours. Response: Normal office hours, but trucks
are 24 hours.
The Committee inquired about whether intent is to demolish and rebuild from the
ground up and whether the contract will go out to tender Response: Correct. Will
be tendering sub-trade portion exclusively to the local community.
The Committee inquired about landscaping and maintenance strategy. Response:
VanKam typically has that sort of service in place. Good stewards of environmental
concerns.

Committee Deliberation:
Applaud the use of (CLT) Laminated Timber and universal accessibility. Attractive design
and great addition to the area and Prince George. The committee would like to commend the
presenter for the quality of the presentation and presentation materials, as well as for the
investment into the building. Plants chosen are hearty, and amount of green space is good to
see. Good addition to the many modern buildings in Prince George.

Presentation:
Building will be improved to reinforce the residential feel in a commercial district.
Building has history of modification to the roof. Eliminated the shared roof, extended roof
overhang. Modified canopy. Country lane red, intended to work with the brick of the church
across the street. Separating first and upper floors are a band of white. Task was to bring
landscaping up to multi-zoning requirements. Refuse container, landscape buffer around
parking lot, open space requirement. Requirement 40m² per unit of useable open space.
Existing open space is only 983m² and isn’t compliant with existing bylaw. Vegetation
requirement for 48 trees. Existing vegetation includes 13 existing trees. Add 36 trees to site.
Proposing to install some of 36 trees in adjacent property being leased from the City for the
use of a Community Garden. Requirement of 80 shrubs, currently much more than that.
Buffer requirement of screening between parking lots and adjacent roadways. Refuse
container on site is presently screened on 3 sides, client would prefer not to add a gate on
the 4th side.
Committee Discussion:
The Panel inquired about whether building will be re-roofed. Response: Not
intended at this time, because roof was redone not long ago.
The Panel inquired about CPTED principles. Response: On NE corner, trees are set
back from walkway to not provide any hiding areas. Trees are deciduous and are
fairly open at crown and base.
The Panel inquired whether there will be additional site lighting. Response: Don’t
see a need for additional lighting.
The Panel inquired about accessibility. Response: No accessible entrances, each
one is raised. One accessible unit however, with a canopy.
The Panel inquired about handicap parking. Response: One accessible parking spot.
The Panel inquired about contract tender. Response: Contract has been awarded
and came in under budget.
The Panel inquired about landscaping. Response: Site was formerly heavily
wooded along the Massey Drive frontage. The area fronting Massey Drive is owned
by the City. An agreement is required between the City and the land owner for any
landscaping proposed in this area.
Committee Deliberation:
Great enhancement to neighbourhood, an improvement to the existing building. Would have
liked to see variations in the banding on the building, creating a more interesting façade.
Would like to see the building more accessible, but recognize that the age of the building
prohibits this without extensive renovations.

Suggestions:
The Committee suggests that the Applicant introduce panels of different
texture or colour to break up the long horizontal bands of continuous colour
and improve the visual nature of this building. Moved by Mr. Martinsen,
seconded by Ms. Samkow.
