Brief case study on local climate and energy actions

An example to follow
Story in short
The Nantes Metropolitan region has adopted an ambitious
climate plan for the city which set outs targets to reduce
greenhouse gas emissions. One of the priority action areas is the
Green Buildings Programme (GBP) in which Nantes is focusing on
the development of new energy efficient buildings and
renovation of old ‘inefficient’ buildings.
Nantes as a local leader on fighting the climate change
For several years, Nantes Metropole has engaged in protecting the environment and fighting
climate change. The Climate Plan for Nantes Metropole includes actions taken by the city to
reduce greenhouse gas emissions from its own activity, and mobilize the private sector.
The Climate Plan of Nantes Metropole sets short, medium and long term CO2 reduction targets.
Such targets are consistent with the international, European and national objectives (the EU
targets for 2020 expressed in the Covenant of Mayors and the French national “2050-factor 4”
target).
The actions defined in the Climate Plan are identified based on their potential to reduce
greenhouse gases emissions. Some examples are actions towards town and country development
(population density), building climate renovation (old, new, residential and tertiary sector), and
transport (goods and people). In addition, the Climate Plan also foresees projects to support CO2
storage in the conurbation (Urban forest around the city and timber construction) and cooperative forms of action to reduce greenhouse-gas emissions in countries of the South. New
tools such as car and bicycle sharing, boat shuttles and express bus lines contribute to this local
objective.
The Green Buildings Program (GBP) – a mayor
step in reducing CO2 emissions
The GBP programs activities in Nantes are focused on
the Ile de Nantes district, which are a 340 hectareswide area where the energy is at the heart of the
urban renewal led. The GBP program promotes the
large-scale energy efficiency integration in new
constructions and refurbishments as well as the
mainstreaming of renewable energy systems.
Advanced energy standards, renewable energy systems in new constructions, energy efficient
refurbishments and development of the district heating produced from renewables are all part of
the local urban planning.
GBP and its partner cities in Europe
The GBP program is carried out in close cooperation with Hannover, three partner cities Koszalin,
Malmö and Newcastle and 14 other partners. GBP is a mean for the 5 communities to rekindle the
ambition of particularly shining past experiences and to invite every local actor to promote a
better energy use.
Hannover and Nantes are the two demonstration communities. They both aim at applying high
energy performances in districts under urban renewal. As associated cities with various
backgrounds in energy policy and sustainable urban planning, Koszalin, Malmö and Newcastle
collaborate to the project to foster know-how exchange and to disseminate respective good
practices locally implemented.
The GBP programme in Nantes accounts for about 80,000 m² of buildings with advanced energy
standards. They are connected to district heating from waste incineration and biomass. Specific
decentralised renewable energy systems complete the programme.

Analysis
For many years Nantes Metropole has been active in the European and International debates on
climate issues and in the international networks trying to deal with climate change challenges.
The Climate Plan for the highly urban and industrial area of Nantes is an ambitious step in the
right direction to lead the way for cities dealing with the same demography.
The Green Building Program has led to a comprehensive new green construction and
refurbishment of new and old buildings in the efforts to reduce the city’s total green gas emission.
It is an example to follow, that every city has the possible to reduce green gas emissions by
optimizing the energy use in the public buildings and by setting the standards high for future
construction.
One of the key elements of the Nantes Metropole Climate Plan is the willingness to cooperate
with other cities in order to bring results to the table. The GBP shows that great solutions to wellknow problems can come at hand by sharing knowledge and know-how with equivalent partners.

City profile
With 600,000 inhabitants Nantes Metropole is the major urban centre of
western France. In 2005, Nantes Metropole signed the Aalborg
commitments and has implemented a Local Agenda 21 to promote
sustainable actions. In the same way, Nantes Metropole has developed
actions in European and international involvement to ensure cities and local
governments are recognized as key actors in the fight against climate change.
