A13.1.1
Exchange Access Lines and Private Line Services
A.
General
1.
Company services provided on metallic facilities that extend into a high voltage
environment (i.e., electrical power generating, switching and distributing locations)
require high voltage protection as a condition of service.
2.
High voltage protection is required when either of the following induced voltage
conditions can be expected on the metallic facilities due to Ground Potential Rise (GPR)
and/or induction caused by faults in a customer's electric power system as follows:
a.
800 Volts RMS or greater.
b.
1100 Volts peak - asymmetrical or greater.
3.
Faults in the customer's system include but are not limited to high voltages and currents
that result from ground faults, switching transients and lightning.
4.
The high voltage protection is designed to isolate hazardous voltages.
5.
The protection objectives on Company services and facilities at these locations are as
follows:
a.
To minimize electrical hazards to personnel engaged in construction, operation,
maintenance and use of telecommunications transmissions.
b.
To limit electrical damage on telecommunications equipment, cable and wire
facilities.
c.
To provide service continuity and integrity of telecommunications transmissions.
d.
To standardize design of equipment utilized for provision of protection from a
hardware implementation standpoint.

The high voltage protection equipment provided will be solid state optical isolation
equipment described in Section “B,” “Equipment Specification.” No drainage coils,
carbon block protectors, neutralizing transformers or isolation transformers will be used.
7.
The high voltage protection equipment is capable of providing isolation up to 65 KV
peak and 20 KV RMS.
8.
The equipment may be furnished at the Company's option, either by the Company or the
customer.

Responsibility of Customer
1.
The customer shall periodically review the specifications of the isolation and arrestor
equipment and provide notice to the Company if equipment is not satisfactory for a
particular high voltage environment.
2.
The customer shall provide and maintain a suitable location for equipment.
3.
The customer shall provide incidental installation and/or rearrangement assistance as
requested by the Company.

The customer shall provide 115 volt AC power fused with a 20-amp breaker to the
equipment location.
Responsibility of the Company
1.
The Company shall install, test and maintain equipment provided within a mutually agreed
upon time frame initiated by customer.
2.
It is expressly declared that metallic facilities are in continually decreasing supply, and the
Company is not obligated to continue to make such facilities available. Metallic facilities
are offered only when existing facilities and operating conditions permit.
Protective Service Types
1.
Type 1- 2W: This service consists of two wire basic telephone service including direct
current supervision and/or signaling and voice frequency spectrum transmission (may also
include data service on an analog modem basis).
2.
Type 2 - 4W – Special Services: This service consists of four-wire voice frequency
spectrum transmission only-dedicated service.

Service Performance Objective Classification
1.
Interruptions or outages of telecommunications circuits serving electric power substations
may occur for physical reasons such as cable damage due to extraordinarily heavy storm
loading, a vehicle striking and breaking a utility pole, a cable cut, a lightning strike, or acts
of God. Circuit failures caused by such events cannot be prevented and the Company
expressly states that provision of the service provided in this section cannot preclude such
service outages as may occur due to the above mentioned circumstances.
2.
Interruptions or outages due to the effects (GPR and/or induction) of faults in the
customer's power generating, transmission and/or distribution systems are minimized
through the installation and maintenance of high voltage protection service which is
designed to operate in a fault-produced electrical environment.
3.
The equipment provided in accordance with this tariff is designed for continuous
telecommunications operation during power fault condition in compliance with
specifications in Section "B". If service other than this is required by customer, see
Section "H.1.c.".
Provision of High Voltage Protection Service
1.
The Company shall provide any required high voltage protection at the customer's
premises and at the Company's central offices at rates and charges in Section "H". The
Company will inspect and verify the protection when service is established at new or
existing customer locations, and at future times as deemed necessary during changes,
rearrangements or maintenance.
2.
The Company reserves the right to suspend any service without adequate high voltage
protection until adequate protection is provided.

These rates and charges apply per service and include equipment shelves and cabinets,
installation and testing power supplies, all cabling required, 15 KV lightning arrestor
assembly and per circuit identification “plug in” modules as required.

General
1.
Off-premise Extension or PBX stations and tie lines are provided subject to regulations
as covered elsewhere in this tariff, and the mileage rate includes all equipment required
for operation with the regular exchange or toll networks. When special equipment
arrangements are provided to improve transmission beyond that normally provided, such
as a connection to a tandem tie trunk network, charges are applicable as indicated below.
2.
If a customer's line requires line treatment where it would not normally be required, due
to his purchase of equipment that has higher resistance or transmission characteristics
which exceed generally accepted standards, the customer is required to bear the cost of
the required line treatment apparatus (loop extender).
