Programme Director for a Climate Change programme

The Global Climate Adaptation Partnership (GCAP) is participating in a bid for a climate change
programme in Kenya. The three-year project with a possible extension of up to 12 months will support
Kenya to achieve sustainable growth through improved responses to climate change risks and
opportunities. The Programme Director will be based in Nairobi and will oversee overall delivery of the
programme.
GCAP is a world leading climate change adaptation company. Through our offices in the United Kingdom,
Kenya, USA and joint ventures around the world, GCAP effectively delivers world-class knowledge-led
consulting, training and capacity building, and online knowledge management services.
We are working with partner organizations that are world leaders in climate change, sustainable
development and large-scale donor programme management.
GCAP seeks a Programme Director who will be responsible for operationalising and managing the
programme and fund management team, including long and short-term experts. Additionally, the
Programme Director will work collaboratively with the partners implementing other components of the
programme to ensure timely reporting and successful delivery of the relevant work streams. S/He will be
based at the programme management unit office located in Nairobi, Kenya.
Principal responsibilities include:

Overall coordination, supervision and management of the climate change programme

Ensuring that all inputs to the program are directed toward achieving the programme objectives
on climate change adaptation and mitigation in collaboration with implementing partners

Contributing to the establishment and management of an Innovation Fund, as well as managing
its operations and activities including overseeing prudent management of programme funds

Coordinating international and national technical assistance to the Government of Kenya and
implementing partners supported under the programme

Assessing the programme and fiduciary risks at regular intervals and managing identified risks,
including drafting and implementing contingency plans

Ensuring timely preparation and submission of monthly, quarterly, semi-annual and annual work
plans and budgets and presenting them for approval to the relevant approving authorities

Developing and managing relationships with the government, private sector and civil society at
the national and county level to maximize the impacts of the programme while proactively
influencing the climate change agenda to ensure agreed objectives are pursued

Overseeing the design, planning and implementation of initiatives within the programme including
monitoring and evaluation and knowledge sharing

Ensuring long term sustainability of the programme, including a strategy for knowledge sharing
and transfer of capacity and expertise to the Government of Kenya and other related actors
outside government

Qualifications

Experience in managing climate change programmes and funds

Strong familiarity with climate change adaptation and mitigation issues in Kenya with proven
networks within the government of Kenya, private sector and civil societies

Experience in project cycle management, monitoring and evaluation, capacity building and
international and national co-ordination of technical assistance

Advanced degree. Preference will be given to those candidates possessing a background in
climate change and natural resource management issues

Strong leadership and ability to motivate and manage international and multi-disciplinary and
multi-cultural teams

Experience in national policy development and implementation in climate change

Project management in complex and dynamic environments

Excellent written and verbal communication skills in English

Working proficiency in Kiswahili will be considered an asset

Experience working in the Arid and Semi-Arid Lands (ASALs) will be considered an asset
