VILLAGE OF EMPRESS BYLAW # 4-2015 BEING A BYLAW OF THE VILLAGE OF EMPRESS IN THE PROVINCE OF ALBERTA TO PROVIDE FOR ORDERLY AND SYSTEMATIC ADDRESS NUMBERING IN THE VILLAGE. WHEREAS the Council of the Village of Empress has the authority under Section 58 of the Municipal Government Act (Chapter M-26, R.S.A 2000 as amended) to enact bylaws naming roadways within the Town, assigning identification numbers to properties within the Town and requiring the owners of such properties to display such identification numbers in a certain manner; and WHEREAS the Council of the Village of Empress deems it necessary to adjust the names of roadways and improve the system of house numbering within the Town in order to improve way finding for visitors and provide fire protection and emergency services to the community in an efficient and expedient manner; NOW THEREFORE, the Council of the Village of Empress in the Province of Alberta, duly assembled, enacts: 1. CITATION 1.1. This Bylaw may be cited as the “Address Numbering Bylaw 4-2015.” 2. DEFINITIONS 2.1. In this Bylaw: 2.1.1. “ Building” shall mean any structure constructed or placed on, in, over or under land, whether permanent or temporary, into which a person could enter; 2.1.2. “Council” shall mean the Council of the Village of Empress; 2.1.3. “CAO” shall mean the individual duly appointed to that position for the Village of Empress at any given time and includes any person authorized to act for and in the name of that individual; 2.1.4. “Municipality” shall mean the Village of Empress in the Province of Alberta; 2.1.5. Words importing the masculine gender only, include the feminine gender whenever the context so requires and vice versa; 2.1.6. Words importing the singular shall include the plural or vice versa whenever the context so requires. 3. ADDRESS NUMBERING 3.1. As of March 26, 2015 Council hereby renumbers all of the street addresses described herein in Appendix ‘A’. 3.2. The owner of every property affected by the changes described in Appendix ‘A’ herein shall display the address number herein designated by Council for such property in the manner prescribed in Section 5 herein. 3.3. The CAO shall allocate an address number for every Building in the Village and shall allocate address numbers for new Buildings constructed in the Village when the building permit for such new Building is issued. 4. DISPLAY OF ADDRESS NUMBERS 4.1. Every property in the Village where a Building is present shall display the address allocated by the CAO in a location at or near the entrance of the Building facing the roadway on which the Building is addressed and in a manner visible from the sidewalk or roadway. 4.2. Address numbers shall be not less than four (4) inches in height and shall be of a colour and material contrasting with the exterior of the Building on which they are displayed. 5. SEVERANCE 5.1. If any provision herein is adjudged by a Court of competent jurisdiction to be invalid for any reason, then that provision shall be severed from the remainder of this Bylaw and all other provisions of this Bylaw shall remain valid and enforceable. 6. COMING INTO EFFECT 6.1. This Bylaw shall come into force and effect on the final day of passing thereof. GIVEN FIRST READING THIS 25TH DAY OF MARCH, 2015.
