1. Cancer control strategy
Cancer control strategy and framework for country action
• Building on the WHA and RC resolution, the regional
cancer control strategy has been developed with Member
States through two regional consultation processes and
inter country meetings;
• This strategy comprises seven building blocks which were
taken together would help in developing a comprehensive
cancer control programme in Member States.
2. Objectives of the strategy
Cancer control strategy and framework for country action
• Promote national cancer control planning
among Member States;
• Strengthen cancer prevention, early detection
and management;
• Promote mobilization of resources;
• Strengthen cancer registration and promote
cancer research.
3. The regional alliance against cancer

Princess Lalla Salma
association against cancer
signed a collaborative
agreement.
• The regional alliance against
cancer was created in 2007.
• The alliance is consistent
with the regional strategy for
cancer prevention and
control.
4. Targets
Cancer control strategy and framework for country action
By end of 2013
• 30% of Member States will have developed adequately
resources cancer control plans with measurable targets to
demonstrate impact;
• At least 75% of Member States
will be equipped with cancer
registries and trained staff;
• 50% of Member States
will have core staff trained
on palliative care.

Seven approaches for the regional
framework for country action:
• Under each of the seven approaches, there are sets of actions
for Member States

Establish and strengthen comprehensive national cancer control
plans, policies, legislation and regulation
• Establish/ reactivate a national cancer control committee
headed by a prominent high-level person.
• Develop national cancer control plans or update existing plans,
to include an integrated set of activities covering six core
areas:

prevention;
screening;
diagnosis and treatment;
palliative care;
registries; and
research

Assess magnitude of the problem and country priorities
• Assess the magnitude of the problem and pattern of cancer.
• Assess national capacity in:
– Financial
– Human resources
– Diagnostic and treatment facilities
– Medications
– Equity and accessibility
– Cancer registry and database
– NGOs (presence and strength)
– Research availability and capacity

Advocate for cancer control
• Design and implement an advocacy campaign.
• To mobilize political support for the national action plan for
cancer prevention and control through the mass media,
involving community and religious leaders and prominent
personalities.
• Advocate to mobilize resources.
• Advocate for necessary legislation and regulations to
reduce exposure to risk factors.

– to increase access to pain reducing medicines;
– to increase access to psychosocial and spiritual support for
patient and families.

Support cancer surveillance and research
• Develop / strengthen cancer registries, surveillance and
database;
• Promote research;
• Identify research priorities;
• Utilize collaborating centres and research network;

Recommendations
• Establish national cancer control committee.
• Develop/ review and finalize the national cancer
control plan in line with the regional cancer control
strategy.
• Adapt the regional strategy for cancer control
according to identified national needs ,resources
and priorities.
• Assess national resources for cancer control
guided by WHO tools.
• Develop a monitoring and evaluation system.
