Building Description
General Description

Sun Life Financial Centre consists of two towers.

99 Bank is a 15 storey office tower with 1 mechanical penthouse floor,
there is one level below grade which house tenanted space and 2 levels
below grade for parking facilities.

50 O’Connor is a 17 storey office tower with 4 levels below grade for
parking.

The ground floor (atrium) is retail/financial services.

There is security personnel on duty 24 hours a day posted at the security
consoles located in the main entrances of each tower.
Fire Access Routes

Access to the building is available from O'Connor Street and Bank Street at
mid block.

Access to the Central Alarm and Control Facility (CACF) is available from
either entrance as well as from Albert Street.
Cross-Over Floors

A floor to which access may be gained by either stairwell.

A crossover floor provides access to an alternate stairwell in the event that
one of the main floor’s stairwell exits becomes unusable.

The following are signed as cross-over floors:

If You Discover a Fire
Upon discovering a fire, the following steps are to be taken:

Leave the fire area immediately removing any person in immediate danger.
Make sure that doors to the affected area are closed.

Activate the building fire alarm system by operating the nearest fire alarm
station as you leave the fire area.

Call the Fire Department at 911 when it is safe to do so. Advise them of
your building location and floor number.

Fight the fire only if you are confident you can extinguish it.

Use stairways to exit. DO NOT USE THE ELEVATORS. If you encounter
smoke in stairways use an alternate exit.

Do not return to the building until it is declared safe to do so by the Fire
Department.


Personnel Identification
The Fire Wardens may be identified by the following articles:

The Chief Fire Warden is identified by a White Hard Hat

The Floor Warden is identified by a Yellow Hard Hat

The Tenant Warden is identified by an Orange Hard Hat
Responsibilities of Tenant / Floor / Chief Fire Wardens

Obtaining and reviewing a copy of the Fire Safety Plan;

Being familiar with their floor areas, exits and the locations of fire fighting
equipment;

Being familiar with mobility impaired personnel/ provided Property
Management with updates

Assisting in the evacuation of building occupants as described under
emergency procedures;

Participating in fire drills as described in this Plan;

Assisting in fire prevention by noting and reporting to the Floor Fire Warden
where fire hazards exist; and

Ensuring that the alternate Tenant / Floor Fire Warden are advised of your
absence.
In addition to the above, if you are a
1. Tenant Warden- Once area is cleared, report to the Floor Warden and
notify them of any mobility impaired individuals
2. Floor Warden – Once all the Tenant Wardens have reported, report to the
Chief Fire Warden at the CACF room(Central Alarm Control Facility)
3. Chief Fire Warden – Record all information given to you by Floor Wardens


Be prepared to evacuate your floor if necessary

Follow instructions of the Floor / Tenant Fire Wardens

Listen for the fire alarm evacuation signal. Do not call the management
office or security for information. Listen to the tones and react accordingly

Follow instructions issued on the voice communication system by the Fire
Department.
Floor Fire Warden

Will report immediately to the elevator lobby of your floor in case alert
signal changes to evacuation signal.
Tenant Fire Warden

Will instruct two persons to aid everyone in their office who requires
physical assistance (i.e.; wheelchair, blind, recent surgery, etc) in case
alert signal changes to evacuation signal.

Instruct the tenants that they are to prepare for an evacuation and to
remain calm.

Listen for the fire alarm evacuation signal. Do not call the management
office or security for information. Listen to the tones and react
accordingly.

Follow instructions issued on the voice communication system by the Fire
Department.

Retail Stores Staff and Tenants

Secure cash.

Prepare to evacuate customers from your tenant area.


Fire Alarm Evacuation
Procedures – Evacuation Signal
Building Occupant, Floor / Tenant Fire Wardens,
Retail Stores
If You Hear a Fire Alarm Evacuation Signal
Building Occupants

Before opening your office door, test the door and door knob for heat. If
the door is hot, remain in your suite and ensure the door is unlocked. If you
feel air pressure or hot draft, close the door quickly and remain in your
suite. Call the Fire Department at 911 and alert them of your location.

If the door is not hot, brace yourself against the door and open slightly.

If safe to do so, walk to your nearest exit and leave the building. Use
stairs only. DO NOT USE ELEVATORS.

Close all doors behind you.

Follow instructions issued on the voice communication system by the Fire
Department.

Use an alternate exit if you encounter smoke in the stairway.

Do not return to your work area until an all clear has been given by the Fire
Department


Floor Warden

Proceed to the elevator lobby of your floor.

The Floor Warden evacuates once all Tenant Wardens have reported.

Floor Warden reports to the CACF that the floor has been evacuated and of
any special condition on the floor.

Do not return to your work area until an all clear has been given by the
Fire Department.


Tenant Warden

Assist building occupants to leave the building via exit stair. Provide the
assistance necessary to maintain a calm and orderly evacuation.

Instruct sufficient people to aid anyone in their office who requires
physical assistance (i.e.; wheelchair, blind, recent surgery, etc). Mobility
impaired persons will immediately be moved to the freight elevator lobby
for evacuation.

If the fire is located on your floor, move mobility impaired persons to a
safe and unaffected floor and notify the Chief Fire Warden at the CACF of
their location by using the red firemen’s telephone. Mobility impaired
persons are to be moved off the floor last only if it is safe to do so. (This is
to avoid congestion in stairwells.)

Check washrooms and other closed areas to ensure total evacuation only
when it is safe to do so.

Close all doors behind you.

Report to the Floor Warden that your area is in all clear status. If anyone is
unaccounted for, identify person(s) and work area and notify Floor Warden
of any mobility impaired individuals.

Do not return to your work area until an all clear has been given by the
Fire Department.


Retail Tenants

Secure cash receipts.

Evacuate customers from your tenant spaces.

Provide the assistance necessary to maintain a calm and orderly
evacuation.

Close all doors behind you.

Walk to your nearest exit and leave the building.

Do not return to your work area until an all clear has been given by the Fire
Department.


Fire Drills
The Holding of Fire Drills
The purpose of a fire drill is to ensure that all building occupants and Fire
Safety Committee members of the Fire Safety Committee are familiar with
emergency evacuation procedures, resulting in orderly evacuation with
efficient use of exit facilities.
Method and Frequency of Holding Fire Drills

Fire drills for all building occupants are held once annually. A different
floor will be chosen as an alarm activation floor for each fire drill.

Occupants of the building may be notified of the time and date in advance
if Property Management deems it appropriate to do so.

The Fire Department is to be notified.

Once the drill is underway and the fire alarm has been activated, the
Committee members will go carry out their responsibilities, as described in
the emergency procedures above.

After the fire drill has been conducted, the ventilation systems and
elevators will be reset.

Emphasis will be placed on an orderly evacuation and the training of the
Fire Safety Committee.

Occupants will be requested to advise the members of the Fire Safety
Committee if they experienced difficulty in hearing the alarm.

Fire Prevention
Good fire prevention is an effective method for implementing fire safety in the
building. The following comments are provided for all building staff and
occupants:

Avoid careless storage practices.

Ensure that articles such as boxes and storage racks do not obstruct
doorways.

Be familiar with your responsibilities during a fire condition in the building

If you hear a General
Evacuation Announcement
In the event of a non-fire emergency, no alarms are
sounded for a General Evacuation of the building.
An announcement of the Evacuation will be made through the building’s
P.A. System.
In the case of a General Evacuation, both the stairs and the elevators are
accessible to exit the building.
If an announcement is made, the following steps are to be taken:
Building occupants

Evacuate immediately.

Exit the building using the stairs. The elevators can be used for those who
require assistance.

Follow the instructions of the Tenant Warden.


Floor Warden

Proceed to the elevator lobby of your floor.

The Floor Warden evacuates once all Tenant Wardens have reported.

The Floor Warden shall be the last to evacuate the floor via the stairs and
shall notify the Chief Fire Warden at the CACF Room that the floor has
been evacuation and of any special condition on the floor.

Do not return to your work area until an all clear has been issued.


Tenant Warden

Instruct the tenants they are to remain calm and to evacuate immediately.

Instruct sufficient people to aid anyone in their office who requires
physical assistance (i.e.; wheelchair, blind, recent surgery, etc). Mobility
impaired persons will immediately be moved to the freight elevator lobby
for evacuation.

Exit the building using the stairs. The elevators can be used for those who
require assistance.

The Tenant Warden will notify the Floor Warden that all occupants have
been safely evacuated.


Instructions to Transport
Mobility Impaired Persons via
the Stairwells (if required)
Under normal circumstances, mobility impaired persons should remain beside
the service elevator until such time as the Fire Department can effect a
rescue via the elevator. Under some circumstances, it may be life-threatening
for that mobility impaired person to remain on that floor awaiting
Fire Department rescue. Under those circumstances, the mobility impaired
person must be transported via the stairs to the next safe floor. The following
are examples of some techniques that may be used to transport a mobility
impaired person via the stairwells:
The back pack lift
The rescuer would kneel at the front of the mobility impaired person and place
the mobility impaired person’s arm up and over the rescuer’s shoulder and
across his/her chest. The rescuer would then lean forward before raising
slowly, to a full standing position.

Two rescuer seat carry
The rescuers position themselves next to the wheel chair (or beside the
mobility impaired person) in order to grasp each other’s upper arm or shoulder
as per illustration #1. The person being assisted would place his/her arms
firmly around both rescuers’ necks as per illustration #2. The two rescuers
would then lean forward placing the free arm under the individuals legs, firmly
grasping each other’s wrists as per illustration #3 and #4. Working together,
both rescuers lift, using legs, then carefully step forward.

Two rescuers extremities carry
The person being assisted would be placed on the stairwell landing. One
rescuer would lift at the legs, under the knees, while the other would lift under
the shoulders with fingers locked across the individual’s chest. Rescuers, with
backs erect would lift together, rising slowly to a standing position.

Elevator breakdown
If you witness people trapped in an elevator and are certain that they have not
been able to reach security, immediately notify security and inform the
trapped occupants that help is on the way.
If you are trapped in a broken elevator

Remain Calm;

Riders can call for help at all times;

Use intercom to contact security;

Advise the security if one or several riders require medical assistance.

Medical Emergency
In the event that an accident or illness befalls one of your employees, or a
visitor to your office area, please:
1. Call Emergency Services at 911.
2. Do not move the injured/ill person. Attempt to make them as comfortable
as possible.
3. If feasible, send someone to meet the emergency unit upon its arrival in
the lobby.
4. Call the security console of your building. Your call will allow security to
put an elevator on service for the use of the paramedics.
5. Determine, if possible:

Name, address and age of injured/ill person

The nature of the problem, as best you can surmise

All known allergies and current medications taken by the individual

A local doctor
First Aid Stations

Each building has a first aid station which is equipped with
defibrillators, first aid kits, stretchers and wheelchairs.

All security staff are trained on defibrillators, first aid, and
CPR.

If any of this equipment is required please contact the security
console in your building.


Emergency Stations and Cameras

Emergency stations and cameras are strategically located on
all levels of the parking garages in both 99 Bank & 50
O’Connor.

These units will permit users to push the red button when
assistance is required. This will activate a blue strobe light, a
siren, and will automatically connect you to one of our 24-hour
manned security desks.

Be prepared by familiarizing yourself with the location of
these units in case of an emergency.

Power Failure
Tenants
The tenant representative in charge should ask the workers to remain calm and
at their workstations while the situation is being evaluated by building
management.
Fire safety committee members must:

Reassure employees and maintain order by asking people to remain calm;

Help people located in poorly lit places (washrooms, etc.);

check for people trapped in elevators and take appropriate action
(see Elevator Breakdown);

Bomb Threats / Suspicious
Packages
A bomb alert may be triggered by:

A phone call, a letter or other means stipulating there is a bomb in the
building;

A suspicious object or package whose presence or sound points to a
potential danger for the occupants.

A bomb threat may be specific or vague.
The Phone Call - The recipient of the call must:



Remain calm and maintain a normal tone of voice;
Endeavour to obtain as much information as possible regarding the
probable time of the explosion, the type of bomb, its location;
Try to determine by the tone and language of the caller, his age, gender,
nationality, etc.;
Attempt to discern any background noise that may help pinpoint the origin
of the call;
Record the exact time of the call;
Do not commit to memory any information gathered during phone calls.
Use the forms below.
Immediately notify the property management office.

Always fill out the Bomb Threat form found below;

Free up your telephone line in case the caller calls back with more
information or to make other demands;

Or you may receive a call from a police officials or an official from an
organization who received a tip about the bomb threat. Record their name,
address and phone number.




Note: It is recommended to let the property management office get in touch with the police
department. This will make it easier for building management to respond to the police
department’s requests.

Reception of a Bomb Threat
Letter
The recipient of the bomb threat letter must:

Show it immediately to the tenant warden or other responsible party as
designated by the tenant

Tenant warden to call property management office, who will take
appropriate action.
Discovery of a suspicious package:

Immediately notify property management office.

Stay in control/ be responsible and take appropriate action to ensure
everyone’s safety;

Leave the package alone, do not attempt to open it;

Memorize the package so you can describe it to the police department;

Keep everyone away from the suspicious package;

Do not use cellular phones.
Tenants must:

Immediately report any suspicious package/unusual object in their
immediate environment to their tenant warden or other responsible party
as designated by the tenant.

Not open or handle the suspicious package/unusual object.

Major Flooding

Anyone unable to evacuate the building due to flooding must call property
management office and wait for help while monitoring the water level from
a distance.

During the evacuation, use emergency exits that are not flooded.

Earthquakes

It is impossible to accurately predict an earthquake, but earthquakes can
occur almost everywhere in Canada.

If you are near the epicentre of an earthquake, you generally hear a loud
blast, followed by tremors.

If you are far away, the alerts are sudden noise, thundering or buildings
swaying. You then feel tremors, quickly followed by up-and-down, left-toright swinging motion. An average earthquake may last only a few seconds.
A strong earthquake can go on for several minutes.

Regardless of where you are once an earthquake starts, take cover
immediately and do not move until the tremors stop.
When Inside

Stay there. Do not rush outside;

Hide under a table, a desk or other solid piece of furniture and hang on to it;

In a corridor, crouch along an interior wall;

Cover your head and face;

Move away from windows, glass partitions, mirrors, fireplaces,
bookcases, tall furniture, lighting equipment;

Do not use the elevators. If in an elevator at the start of an earthquake,
press the next floor button and leave the elevator as quickly as possible;

Stay where you are until the earthquake ends.
When Outside:

Stay there. If possible, proceed to a safe place, away from windows,
buildings, electrical wires/cables or telephone poles.

Gas Leaks
In the event of gas leak:

Do not use an open flame;

Do not turn on a light switch;

Do not activate any ventilation or evacuation systems.
Upon detecting or smelling gas fumes

Remain calm and do not handle objects or devices that can cause sparks or
flames (e.g.: lighter, light switch or electrical appliance, flashlight, etc.);

Contact property management office.
