ReformingAmericanImmigrationforStrongEmploymentAct(RAISEAct) ABilltoRestoreHistoricalLegalImmigrationLevels& GiveWorkingAmericansaFairShotatWealthCreation TheProblem Foroveraquartercentury,theUnitedStateshasacceptedanaverageof1millionimmigrants annually—theequivalentofaddingtheentirestateofMontanaeachyear.Butwhenonly1outofevery 15immigrantsarrivesintheUnitedStatesonaskills-basedvisa,themajorityoftheremaining immigrantsareeitherlow-skillorunskilled. Thisgeneration-longinfluxoflow-skilledlaborhasbeenamajorfactorinthedownwardpressureonthe wagesofworkingAmericans,withthewagesofrecentimmigrantshardesthit.WagesforAmericans withonlyhighschooldiplomashavedeclinedby2percentsincethelate1970s,andforthosewhodidn’t finishhighschool,theyhavedeclinedbynearly20percent.Thiscollapseinwagesthreatenstocreatea nearpermanentunderclassforwhomtheAmericanDreamisalwaysjustoutofreach. TheRAISEActSolution TheReformingAmericanImmigrationforStrongEmploymentAct(RAISEAct)willhelpraiseAmerican workers’wagesbyreducingoverallimmigrationbyhalfandrebalancingthesystemtoward employment-basedvisasandimmediatefamilyhouseholdmembers.Specifically,theRAISEActwould: PrioritizeImmediateFamilyHouseholds.TheRAISEActwouldretainimmigrationpreferencesforthe spousesandminorchildrenofU.S.citizensandlegalpermanentresidents.Itwouldeliminate preferencesfortheextendedandadultfamilymembersofU.S.residents,including: • AdultparentsofU.S.citizens • AdultsiblingsofU.S.citizens • UnmarriedadultchildrenofU.S.citizens • MarriedadultchildrenofU.S.citizens • Unmarriedadultchildrenoflegalpermanentresidents CreateTemporaryVisaforParentsinNeedofCaretaking.ForU.S.citizenswhowishtobringelderly parentsinneedofcaretakingtotheUnitedStates,theRAISEActcreatesarenewabletemporaryvisaon theconditionthattheparentsarenotpermittedtowork,cannotaccesspublicbenefits,andmustbe guaranteedsupportandhealthinsurancebytheirsponsoringchildren. EliminateOutdatedDiversityVisaLottery.TheDiversityLotteryisplaguedwithfraud,advancesno economicorhumanitarianinterest,anddoesnotevendeliverthediversityofitsnamesake.TheRAISE Actwouldeliminatethe50,000visasarbitrarilyallocatedtothislottery. PlaceResponsibleLimitonPermanentResidencyforRefugees.TheRAISEActwouldlimitrefugees offeredpermanentresidencyto50,000peryear,inlinewitha13-yearaverage. TheRAISEAct’sEffectonImmigrationLevels ReduceOverallImmigrationby41%inItsFirstYearand50%byYear10.Accordingtoimmigration projectionmodelsbasedontheworkofPrincetonandHarvardprofessors,theRAISEActwouldlower overallimmigrationto637,960initsfirstyearandto539,958byitstenthyear—a50percentreduction fromthe1,051,031immigrantswhoarrivedin2015.
