Huawei is Building an Open Safe City Platform
As the world urbanizes, and cities increasingly propel the economies of entire nations, the pressure
on civic managers, first responders, and law enforcement agencies has never been greater. All it
takes is a single high-profile incident to damage a city’s tourism, employment, and investment
prospects. However, putting more police on the streets is not enough – the nature of law
enforcement has changed. Technology has become integral to civic management, and the goalposts
are always shifting, but the platforms available in a major metropolitan area are often a hodgepodge
of incompatible, inflexible technologies.
Safe Cities Require Open, Decoupled, Converged Platforms
Most urban ICT platforms currently in use are highly-customized, involving multiple
vendors/integrators that may not be compatible, with data not shareable and hard to search.
Adjustments or upgrades may require large-scale system reconstruction that is both time-consuming
and costly.
Current technical architecture cannot support rapid innovation. Civil and law enforcement agencies
require an open, decoupled, and convergent platform supporting southbound access to multi-vendor
devices and northbound service system customization and optimization. With such a platform,
agencies can quickly replace existing terminals or add new terminals without having to perform
large-scale adaptation and optimization of service systems. Such a platform also supports rapid
service innovation that does not require large-scale reconstruction, or replacement of terminals.
Such an open platform can adapt to rapid technology and service evolution, protect the existing
customer investment, innovate as required, and provide services on demand.
Huawei Has a Solution
Huawei is creating a convergent, intelligent, and open safe city solution based on its two decades of
experience in Information and Communications Technology (ICT) and in-depth knowledge of the
Safe City field. With advanced ICT technologies such as Internet of Things (IoT), Cloud Computing,
and Big Data, Huawei is developing an open system architecture, capable to continuous innovation.
Huawei is also working with its customers and industry partners to construct an open, win-win
ecosystem. The architecture of Huawei Safe City solution consists of the following elements:


FusionSphere: A Distributed Cloud Platform

An OpenStack-based Cloud OS system featuring broad compatibility and continuous
evolution capability.

Provides end-to-end system-level solutions for power supply, air conditioning, lightning
protection, firefighting, etc., equipment-level solutions (such as network, IT, and security
devices), and unified Network Management System (NMS)-level solutions.

Provides various Data Center (DC) solutions, including the Micro DCs with single cabinets,
movable container DCs, modular DCs supporting quick installation and smooth expansion,
and traditional DCs deployed in equipment rooms.

Supports unified resource management and disaster recovery for distributed Cloud DCs.
Intelligent Monitoring Platform

Video Monitoring System (VMS):
 1. Supports multi-vendor cameras and access and sharing of social video resources.
 2. Supports Cloud storage and global sharing of video resources across locations,
departments, and types through a “global catalog” view.
 3. Provides fast and secure data storage, real-time concurrent viewing of large videos,
and query response in seconds through distributed Cloud storage.

Video Content Management (VCM):
 1. Provides parallel and structured analysis of the characteristics of massive videos
and large-capacity high-performance Cloud-based analysis of videos.
 2. Supports video analysis across locations and tasks, dynamic delivery of tasks,
local analysis of data, and analysis result convergence by using the distributed cloud
architecture.
 3. Supports nodes such as intelligent IP cameras (IPCs) and edge and central VCM
servers.
 4. Supports dynamic loading of intelligent analysis algorithms to complete analysis
tasks.
 5. Supports VMSs, video analysis algorithms, and service systems from different
vendors.

Convergent Command Platform

Integrated Communication Platform (ICP):
 1. Supports multi-channel incident reporting, technical protection alarm reporting by
interconnecting w/IoT security platform, and video surveillance alarm reporting.
 2. Provides convergent voice, video, and data communication service to improve
dispatch efficiency.
 3. Supports convergent interconnection of various resources such as fixed-line
phones, mobile phones, narrowband/broadband trunking, IP phones, camera videos,
video conferences, network videos, as well as Geographic Information System (GIS),
Global Positioning System (GPS), police database, and third-party data sources.
 4. Provides site visualization based on the 4G eLTE wireless broadband trunking
technology and resource visualization by interworking with the GIS.
 5. Provides voice and video communication services via Representational State
Transfer (REST) service interfaces.
 6. Supports Open Application Platform
interconnection with service providers.

(APIs)

IoT Security Management Platform:
 1. Provides access management, authority control, security management, and data
conversion and storage for sensors.
 2. Supports multiple sensor access communication protocols.
 3. Provides a service orchestration tool to design service flows for different alarms.
 4. Provides REST interfaces to enable the upper-layer service development.
 5. Enables efficient coordination by invoking of communication capabilities from the
ICP platform.
 6. Provides LiteOS, a lightweight and low-power-consumption IoT OS, to make the
embedded development of IoT devices easier.
 7. Provides IoT gateways and IoT agent functionality to simplify the network access
of sensors from different vendors and sensors that use different protocols.



FusionInsight: A Big Data Platform for Law Enforcement

Provides full-stack capabilities, supports multiple calculation models such as Hadoop, Spark,
and Storm, and provides a Massively Parallel Processing Database (MPP DB).

Supports unified data access by using the interface adaptation layer to shield the differences
between various data sources and facilitate the extension of data sources.

interconnection with traditional applications.

characteristic analysis.

Provides multiple access authentication and session control, avoiding the access of invalid
cameras.

Provides highly-secure password algorithms to prevent inappropriate access to videos.
