OUTBUILDINGS
This policy is designed to address Edgerton School District (District) outbuildings and/or storage
buildings. It is understood that storage space for District functions is at a premium. It is the intent
of this policy to describe criteria for school departments, special interest groups and/or
community boosters wanting to support their specific interests by building and/or placing
outbuildings and/or storage buildings. Adding such structure(s) will have financial impacts.
These building/structure projects are anticipated to result in increased costs to the District, both
short- and long-term. Therefore, costs associated with such construction and/or by having the
building/structure exist should be something the District is willing to accept.
All building/structure requests will be submitted to the District Administrator. The requesting
individual or group will be given a copy of this policy or any other District policy/policies that
may pertain to the request (i.e. Board of Education [Board] policies 840-Public Gifts to the
Schools and/or 842-Memorials). It is the intent of this policy to have the District Administrator
discuss this policy so the requesting individual or group understands the criteria of approval of
the request, and subsequent conditions of construction or procurement. If a request is approved,
the next step is to provide a plan or drawing which will identify all aspects of the project. At a
minimum, a computer-aided drawing (CAD) of the building/structure shall be provided. It is not
a requirement of this policy to have an architect or engineer draw construction plans. However,
other authorities (local or state inspectors) may require professionally drawn plans for
submission. The District Administrator may request additional information from the requester in
order to make an informed decision.
Effective communication is essential for any building project to be a success. Depending upon
the size and scope of the project, meetings will be expected to take place at intervals necessary
for all parties to work together to complete the project.
The evaluation of the request will take into account many criteria. The following is a list of
criteria that will be used for each proposed building/structure request. Additional criteria may be
evaluated depending upon the specifics of each request.
Size: The size should be appropriate for the purpose of the building/structure.
Location: Consideration will be given to factors such as topography, water drainage, snow
removal, existing use of land on or near the proposed site, continued maintenance of grounds and
accessible utilities.
Appearance: Includes but is not limited to items like shape and color. Color(s) will be chosen in
the best interest of the aesthetics of the surrounding buildings and natural setting of the location.
Consideration will be given to the affects of weathering/aging and the cost of maintenance.
Building/Construction Materials: It is the District’s desire that whatever is built on school
property is built not only to serve and support the various functions of the school, but is built

with materials that will last, keeping in mind minimal future or continual maintenance.
Therefore, preferred exterior construction building materials are concrete brick or block, clay or
other natural stone brick or block. Metal buildings will be given consideration depending upon
the proposed location. Interior construction materials (i.e. walls) will be made with the same goal
of low maintenance and high longevity/durability, but can be made of wood construction when
feasible. Note: Vandalism is a serious threat to buildings/structures like these. Their intermittent
occupancy and distance from school buildings make them targets for vandalism. Every aspect of
the construction process from location, construction materials (exterior and interior) to door
hardware will be evaluated with vandalism in mind. There is considerable loss to District
resources to realize such as the stolen equipment and higher insurance premiums not to mention
setbacks in program momentum due to reordering stolen or vandalized equipment.
Ground Restoration: Ground restoration will be expected to be repaired or mended back to match
the local landscape conditions in the affected area to the District’s satisfaction. Watering of
plants (grass, sod, and/or landscaping stock) will be the responsibility of the individual(s). The
District will help, as much as it is feasible, to provide a water source in close proximity to the
building site.
Costs: All costs associated with a building project, whether construction costs or nonconstruction costs shall be the responsibility of the group or organization. No costs shall be
passed on to the District unless specifically approved by the District Administrator.
Other related building project costs are the responsibility of the group/organization including, but
not limited to:
Inspection fees
Permit fees
Survey/testing fees
Engineering and/or architectural fees
Naming Buildings/Structures: The naming of any building and/or structure will be at the
discretion of District Administration.
Temporary Buildings/Structures: Temporary buildings and/or storage requests for placement of
temporary buildings/structures will be discouraged. However, there could be circumstances when
a temporary building would be appropriate. If such a circumstance arises, the request will be
evaluated with the same criteria identified in this policy as much as possible.
Advisory Committee: The creation of this committee is not a requirement of this policy. It is
recommended this committee be created when unforeseen problems and/or circumstances
surrounding a building are encountered. Circumstances could occur when, during any point in
the request or construction process, an additional expense/commitment in time (labor) or money
to complete the project is triggered. This committee would be created to decide upon a course of
action to resolve any conflicts that arise. This committee can be enacted by the District
Administrator, an Administrator or any Board member, and committee members shall be
determined by the District Administrator. The intent of the selection of committee members is to

have those District stakeholders impacted by the building/structure request represented and,
therefore, involved in the decision-making process. At a minimum the committee will consist of
the following:
Two Board members or the Board Building Committee
District Administrator
Building Principal(s)and/or Business Manager
One District employee
It is anticipated that the makeup of the committee will vary depending on the issues/problems
they are called on to help resolve. In other words, a committee serves only for the duration of the
issue(s)/problem(s) associated with a particular project.
