sewer main taps once the contractor as exposed & shored the sewer main.
Once the tap is complete; it's the property owner's responsibility to finish the lateral.
Any construction, maintenance or repairs to either service line shall be the responsibility
of the property owner which includes all damages to street paving, curbs, ect.

N1101.2 Application to existing buildings. Alteration and
repairs, historic buildings and change of use or occupancy to
buildings, structures or portions thereof shall comply with the
requirements in Sections NllOl.2.1 through NllOl.2.3.
N1101.2.1 Alteration and repair. Alterations and repairs
affecting energy conservation measures shall conform to
the requirements specified in this chapter.
Alterations or repairs which affect components of existing
conditioned spaces regulated in this chapter, those components shall comply with this chapter.
Exception: The minimum component requirements as
specified in Table N 1101.2 may be used to the maximum
extent practical.
N1101.2.2 Historic buildings. The building official may
modify the specific requirements of this chapter for historic
buildings and require in lieu thereof alternative requirements that will result in a reasonable degree of energy efficiency. This modification may be allowed for those
buildings specifically designated as historically significant
by the state historic preservation office(r) or by official
action of a local government.
N1101.2.3 Change of occupancy or use. Definition of
"Change of use" for purposes of Nl 101.2.3 is a change of
use in an existing residential building and shall include any
of the following: any unconditioned spaces such as an
attached garage, basement, porch, or canopy that are to
become conditioned spaces; any unconditioned, inhabitable
space that is to become conditioned space, such as a large
attic.

b. Documentation of Perfonnance Tested Ductwork shall be submitted to the building official upon completion of work. This work shall be perfonned by a contractor certified by the Oregon
Department ofEnergy's (ODOE) Residential Energy Tax Credit program and documentation shall be provided that work demonstrates confonnance to ODOE duct performance standards.
c. Section Nl 107 .2 requires 50 percent of permanently installed lighting fixtures to contain high efficacy lamps. Each of these additional measures adds an additional percent to the Section
Nl 107.2 requirement.
d. A :::: advanced frame construction, which shall provide full required ceiling insulation value to the outside of exterior walls.
e. The maximum vaulted ceiling surface area shall not be greater than 50 percent of the total heated space floor area unless vaulted area has a U-factor no greater than U-0.026 .
f. Building tightness test shall be conducted with a blower door depressurizing the dwelling 50 Pascal's from ambient conditions. Documentation of blower door test shall be submitted to
the Building Official upon completion of work.
g. Solar electric system size shall include documentation indicating that Total Solar Resource Fraction is not less than 75 percent.
h. Solar water heating panels shall be Solar Rating and Certification Corporation (SRCC) Standard OG-300 certified and labeled, with documentation indicating that Total Solar Resource
Fraction is not less than 75 percent
i. A total of 5 percent of an HVAC systems ductwork shall be pennitted to be located outside of the conditioned space. Ducts located outside the conditioned space shall have insulation
in talled as required in this code.

Background
In Dec. 2016, the Water Quality Administrator
for DEQ signed the revised National Pollutant
Discharge Elimination System Stormwater
Construction General Permit No. 1200-C to be
effective starting Dec. 15, 2015. The permit
regulates stormwater runoff to surface waters
from construction activities that disturb one or
more acres in Oregon.
What you need to know
Construction sites disturbing one acre or more
must be covered under either the NPDES 1200-C
or 1200-CN permit. In addition, construction
sites disturbing less than one acre and part of a
larger common development plan or sale must be
covered under either the 1200-C or 1200-CN
permit. Examples of a large common
development or sale include a subdivision or
possibly a business park.

You can obtain permit application forms on
DEQ's website.
If you have questions about the application or do
not have access to the internet, please contact the
regional DEQ stormwater representative, agent
or local government agency, who can provide
assistance on the preparation and submittal of the
application.

2. What you submit with your application
For projects that disturb one or more acres,
submit one paper copy and one electronic copy
of a completed application form, an approved
Land Use Compatibility Statement with
Findings, if applicable, and a full sized Erosion
and Sediment Control Plan. For projects that
disturb less than one acre and are part of a larger
common plan, submit one paper copy of a
completed application form, and a full sized
ESCP. These forms and related guidance
documents, including the application and ESCP
guidance document are available on
website or can be obtained at a DEQ regional
office or through a DEQ agent.

3. Permit fees
You must submit the appropriate permit fees to
DEQ or its Agent at the time you apply for new
permit coverage.
Appropriate fees are available on DEO's
stormwater web pages. All stormwater permits
charge an application fee and an annual fee upon
registration. The registrant will also be billed an
annual fee for every year the permit coverage is
in effect after the first year. Please note: if
submitting a dewatering or active treatment
Operating and Maintenance Plan to address
contaminants beyond sediment, a disposal
system plan review fee may be charged as
indicated in Table 70H.
If you are submitting your application to a DEQ
agent, please contact the Agent for information
on the fees.
4. Processing your application
Once you submit the application materials, DEQ
or its Agent will review the forms to make sure
the application is complete as well as technically
and administratively adequate. DEQ or its Agent
will return any incomplete application with a list
of missing information.
Please note: An incomplete application
(incomplete forms, applications submitted
without fees, and so on) will be returned to you
and will slow the processing of your permit
coverage.

5. Public review for construction sites
disturbing five acres or more.
•
Projects that have the potential to disturb
five acres or more of land will be subject to
public review. Applications and Erosion and
Sediment Control Plans for these projects
will be subject to a 14-calendar day public
review and comment period.
•
A notice will be posted on DEO's website
for public notice. The public will have 14calendar days to review the application
materials and submit comments to DEQ
about the application and ESCP. The
application materials may also be reviewed
at the regional DEQ office.
•
After the public comment period, DEQ will
review the comments and determine if the
Erosion and Sediment Control Plan is
adequate. DEQ may request that you change
the plan based on public comment.
•
After accepting the Erosion and Sediment
Control Plan, DEQ or its agent will assign
the applicant coverage under the 1200-C
permit, and will notify all commenters.
