Greetings Honorable Chair and fellow delegates,
South Korea looks forward to participating in all aspects of the New Mexico Model
United Nation’s fall 2016 Santa Fe conference. All the topics which have been selected for
discussion during this years conference are not only inherently important to our country, but all
nations which will be gathering together in a short time. South Korea would first like to address
the subject of revevaluating actions taken by peacekeepers in nations suffering civil unrest and
the general administration of aid given by the United Nations, particularly concerning holding
donor countries accountable. Secondly, we believe refining millennium goal number six in terms
of addressing the current health crisis, is certainly a global issue, however could be best
addressed through the efforts of neighboring countries. Similarly, South Korea believes
anthropogenic climate change would be best dealt with by cooperation amongst the UN to allow
less developed nations opportunities to forward their ability to eradicate the primary sources of
anthropogenic climate change before they are instituted. Finally, on the subject of weapons
trafficking particularly in international terrorism, in addition to greater restrictions on the illegal
bodies which possess weapons, we believe that a more strict yet respectful approach should be
applied to countries which legitimately posses weapons.
First and foremost, South Korea would like to improve the current administrations of aid
given through but not limited to the United Nation’s peacekeepers. Over thirty years ago the UN
created a goal that .7% of each member nation’s gross national income (GNI) would be
contributed to international aid. The percentage of promised official aid provided by countries in
the UN has been nearly double the aid actually administered since 1993. Thus South Korea
would be highly motivated to put a similar goal into practice. As such, South Korea looks
forward to a resolution which acknowledges the current situations of donor countries, and allows
incentives which reflect their successful administration of aid. Furthermore, although South
Korea respects the current work of the UN’s peacekeepers, we desire an increased regulation of
the United Nations policies when delineating need and while deployed. Currently UN
peacekeepers have an approximate fatality rate of 1.7% which South Korea applauds. However,
South Korea, as a country like so many others has a rich culture, as such we are aware of the
cultural impact on countries currently occupied by peacekeepers. Stronger boundaries must be
set out for the continuing utilizing of peacekeepers throughout the world.
As a member of the United Nations, South Korea humbly recognizes the global health
crisis. South Korea also hopes that other member nations will recognize that countries from
similar geographical locations would be better equipped to handle the current medical crisis. We
deeply sympathise with the plights of afflicted nations, and believe that the most effective aid
would be given by neighboring nations . Additionally, the most effective aid can be given by
neighboring nations because of their knowledge of the region. Utilizing the location of resources
in nearby countries should prove more cost effective and allow greater assistance to be
administered at a more productive rate. South Korea has proven to be self-sufficient, and
encourages other countries to follow our design. Thus for this system to become effective
countries not currently in crisis should be supported by the UN to allow their nation to help their
neighbors. This would encourage a beneficial cyclic system of aid and assistance, showcasing
the cooperative capabilities of the United Nations.
Alternative energy is a priority for South Korea, as it simultaneously benefits our citizens
and the globe. It is clear that future energy needs will be met by solutions other than fossil fuels.
Therefore, all alternative energy sources should be encouraged through economic incentives
created by the UN. Furthermore, South Korea views nuclear energy as a primary beneficial
energy source. Moreover, South Korea would welcome resolutions which proliferate the
distribution of technologies to equalize standing in the imperative global effort to control
anthropogenic climate change.
Weapons trafficking particularly in relation to international terrorism has been increasing
in the world at an alarming pace. South Korea firmly believes that weapons must become
controlled, beginning with regulations regarding the governing bodies of countries. The current
data pool reveals that 2014 has be the deadliest year for international terrorism. It is also vividly
apparent that terrorism is not being effectively curbed considering that there are so many
countries which have nearly as many guns as people let alone other varieties of weapons.
Throughout the world weapons must become controlled, not only within international bounds but
also amongst their neighbors. Penalties for weapons trafficking should not only be highlighted
for the people committing acts of terrorism, but also the countries which are illegally
proliferating these weapons.
Once again South Korea greatly looks forward to the fall conference, and hopes that the
topics in question are brought to attention. The administration of aid by the UN is exceptional,
but must be improved. While South Korea recognizes the Global Health Crisis, we propose a
solution where neighboring countries assist each other, constructing a more efficient and
inexpensive system to benefit all concerned. Alternative energy is of immense important to
South Korea as many energy sources, and nuclear power in particular will prove superior
replacements to fossil fuels. Lastly, weapons trafficking in relation to international terrorism are
must be controlled including stricter consequences must be instituted. In conclusion, South
Korea is deeply invested in developing resolutions beneficial to all parties and eagerly await the
upcoming conference.
