Patient Participation Group
The Boughton Surgery Patient Group was set up in 1999. Over time members have changed but our
current group members are:
Mr. Ray Thompson (Chair)
Mr. J Booty (Northwold)
Mrs. Angela Faherty (Boughton
Mrs. Barbara Bluck (Brookville)
Mrs. Valerie Thrale (Whittington)
Mrs. Maureen Elmer (Stoke Ferry)
Three members of the practice staff meet with the Group.
Additional Patient Participation Group/Patient Representative Group Members:
Registered patients can apply to become members of the Patient Representative Group at any time. This
does not require full attendance at all meetings. If any patient is interested please apply by letter to the
Practice Manager who can offer more information.
The Practice Survey 2012-2013
We had several areas to offer to discuss and obtain patient view upon to enable practical changes within the
practice. However, the topic of Summary Care Records and access to patient information has been one that,
although hasn’t been raised within the Primary Care Trust for some time, has become an essential part of
recent changes.
Until now, although patients have been offered the opportunity to decline their information being uploaded
onto the NHS Spine, the information has been kept within the practice. In December last year the data on
our system was uploaded onto the NHS Spine and is therefore available for other NHS agencies to see
when appropriate. We can now assure patients that the only information available is a list of medications
and any sensitivities to drugs or other substances that is documented on individual patient records.
In the past it has been agreed by the Government that “informed dissent” was an acceptable method of
sharing patient information. This means that unless a patient has signed a declaration and handed this in to
the practice, their data is now available for other NHS personnel to view if necessary. Please note that
any patient who has informed the practice that they personally did not wish their data to be shared,
their wishes have been kept and no other agency has access to their personal details.
The way forward has shown that patients should be asked their permission to “share” and because of this
changes have been made.
1.
Patients are now consulted when registering with the practice whether they give their consent
to data sharing. If they agree, then the data is uploaded onto the NHS Spine and can be viewed
as detailed above in the form of medications and sensitivities. This information is updated when
any changes are made on the practice clinical system.
2.
If they do not agree to the share, the information is not uploaded. However, if the patient attends
certain NHS facilities, i.e. A&E Department, Out of Hours, they may be asked when attending if
they would agree to the attending clinician sharing the information.
From the past actions, the practice therefore has the following information documented and we have used
this information as our Survey findings for this year to enable further clarifications of patient choices to
proceed:
Patient Consent Status as at February 2013
Implied Consent – agree to sharing of summary care
record ( patients have not given a personal
agreement)
Consent - patients have signed a consent form
Dissent – patients have signed not to share
No of consents / dissents

As you can see from the above figures. Most patients with a summary care record in place, have not
specifically given their permission. We intent to rectify this over the coming months and patients will be
consulted regarding this.
The practice support the Summary Care Record information and agree that this is information that other
Clinical staff would find helpful when seeing patients. However, we are happy to apply the appropriate
choice for any patient whether they choose to share their records or do not.
The Patient Participation Group support this work and feel that patients should be offered a choice to share,
rather than their decision be applied.
We have information leaflets at the practice for anyone who would like further guidance on this topic or
please discuss this with our reception staff. Following discussion with the group we will continue to offer
support and offer clarification of this to all patients to enable everyone to make their own personal informed
decision.
