Executive Summary
Technological advances in virtualization are leading to the creation of increasingly attractive applications in the form of
Network Functions Virtualization (NFV). A prime example of such a use case, which brings the benefits of virtualization
like agility, low cost, and automation to small and midsize enterprises (SME), is the virtualization of all common
customer premises equipment (CPE) functionalities like firewalling, Network Address Translation (NAT), unified threat
management (UTM) functions such as antivirus, antispam, Web filtering and content filtering, WAN optimization, and
load balancing, to name a few.
This has led to an industry-wide initiative by vendors and communication service providers (CSPs) to bring the capabilities
of Cloud CPE (or virtualized CPE) to the market. However, this shift to a virtualized network function (VNF) architecture
introduces complexities for CSPs as they transform their networks, services, operations model, and skillsets. Due to the many
moving parts of this transformation, a well-defined model is needed to help CSPs successfully evolve their physical CPE
services to a cloud-based CPE model using Juniper Networks® Professional Services and Cloud CPE solution.
This white paper is designed to give network architects, IT managers, project managers, and technical staff a structured
approach for transforming their networks. This paper will also describe what to demand from consultants with diverse
skillsets, project managers, and staff regarding the various aspects of the project.
Introduction
Juniper Networks Professional Services employs a well-defined and tested reference architecture for the cloud-based
CPE solution framework, leveraging products from the Juniper Networks Cloud CPE solution and integrating with
technology partners.
The Juniper Networks Cloud CPE solution includes key physical networking components (such as Juniper Networks MX
Series 3D Universal Edge Routers and QFX Series Switches for the underlay network and EX Series Ethernet Switches
for the management network); virtualized network functions (VNFs); an SDN controller (Contrail Cloud Platform);
virtual and physical network functions (the vSRX virtual firewall); and an NFV management and orchestration (MANO)
platform called Contrail Service Orchestration (CSO).
Cloud CPE Transformation Challenges
While the benefits of cloud-based functions seem obvious, the prospect of transformational change can be intimidating,
especially given the multitude of factors ranging from adopting new technologies to spanning organizational boundaries
and an evolving business model. The challenges of designing and deploying cloud-based services require diverse skill
sets typically not found among the network engineering, planning, or operations teams that design and manage existing
physical CPEs.
Some additional challenges shared by many CSPs include:
• Lack of software-defined networking (SDN) and NFV experience to lead the transformation
• Lack of SDN, NetOps, DevOps, and automation skills
• Lack of expertise to evaluate and execute the automation and integration of operations and business support
systems (OSS/BSS) with cloud-based services
• The isolation of departments organized into silos that lack sufficient synergies (NFV/SDN-based solutions require
skills sets that traditionally reside in different departments)

Cloud CPE Transformation Phases
Any methodology for network transformation should fit into a life cycle for the overall transformation project. Juniper
Networks takes a life-cycle approach when delivering services, comprising three high-level stages—Plan, Build, and
Operate—which, when combined with Project Management across all three life-cycle stages, ensures a smooth
transformation and a laser-sharp focus on the outcome of each phase.

A robust Cloud CPE transformation methodology fits primarily in the Plan and Build stages of the network life cycle. The
Juniper Networks methodology described here is based on years of experience transforming and migrating networks
of all types for customers of all sizes. Specifics of the Cloud CPE services transformation methodology are the result
of applying the general principles to the specific needs of today’s CPE services evolution and best practices learned by
successfully transforming large service provider networks.
This transformation methodology is based on four distinct phases. The first two, part of the Plan stage, are “Assess” and
“Design” phases. The next two, part of the Build stage, are “Deploy” and “Migrate” phases. All four phases are supported
by an overall Project Management function, which must be customized based on constraints imposed against each
phase by elements such as anticipated benefits, costs, timing, and risk.

While the focus of this methodology is transformation, the Operate phase has been included to highlight the role
of knowledge transfer and skills development. The new set of technologies introduced into the network during the
transformation project may require training to close any skill gaps that exist within the respective engineering and
operations teams. This can be achieved through knowledge transfer workshops, which should be carefully planned
during the transformation process.
Assessment
The Assessment phase is a vital first step in the transformation
process, carried out at various levels through interviews with team
members, workshops, service and product catalogs, available services
and network documentation, and so on.
This phase discovers the status quo of the existing network
infrastructure, various CPE services, and the existing OSS/BSS tools
and platforms. This activity is also important for gathering business
requirements and defining the business and technical goals for the
transformed Cloud CPE solution architecture. This provides the right

understanding of requirements, which are analyzed against the existing services and network infrastructure to generate
a set of logical steps and tasks required to deliver against the defined business requirements. These steps may be
external (i.e., vendor-driven Juniper Networks Professional Services or an integration partner) or internal (i.e., driven by
the customer).
The Assessment phase is needed to generate a structured roadmap for the following transformation phases, allowing
stakeholders to align activities and responsibilities while mitigating or minimizing risks.

Assessment Phase Outcome
Once this phase is completed, the gaps between the capabilities of current technology and the capabilities required
to achieve the business and technology goals should be clear. This phase should provide customers with a full
understanding of the options available and a recommended approach to help bridge identified gaps. Additionally, this
phase should identify potential areas of risk and offer recommendations for mitigating those risks, with the objective of:
• Defining the business requirements and objectives of the transformation
• Providing a detailed description of the use cases and services workflows
• Defining the existing network layout, CPE services, OSS/BSS tools, and applications
• Establishing specific automation and/or integration requirements
• Defining criteria for a successful transformation
• Handing over requirements for operations
• Identifying existing skill set and establishing the necessary
training and knowledge transfer requirements
Design
Once the Assessment has determined the existing CPE services,
network baseline, and detailed requirements, the Design phase can
commence. A successful transformation methodology demands the
solution design to be a cohesive effort across organizational silos
with diverse technical skills and functions, focusing on the overall
business and technical goals. A Juniper solution architect, with
expertise in all technological functions covered by the Cloud CPE
solution, can work across internal organizations to create a solution
that meets both technical and business goals, ultimately facilitating
the transformation. The design process can be simplified by breaking
down solution pieces that align with traditional organizational
functions, as shown in Table 1.

This phase truly brings various teams with different skills together to design the end-to-end solution. Some of the
activities that will be carried out in this phase include:
• Creating the appropriate underlay network infrastructure and end-to-end CPE services design. This includes the
design that will interconnect cloud infrastructure to the service provider’s business VPN network.
• Creating the design and the various software components that form the virtualization infrastructure, including the
SDN controller and OpenStack.

Juniper solutions are based on open standards that allow integration of various solution components using standard
interfaces and APIs. For instance, the Juniper Cloud CPE solution and reference architecture, which involves various
Juniper products, relies on OpenStack integration, Ubuntu distribution, and commercial off-the-shelf (COTS) x86-based
servers. While it’s recommended that customers take advantage of Juniper’s tested reference architecture for seamless
transition to cloud-based CPE services, it’s possible that other alternate solution elements using supported standardsbased integration can be introduced for one or more solution functions into the transformation scope. In such a scenario,
Juniper Professional Services may deem it necessary to introduce Design and Solution Validation Testing, which will
establish key functionality and interoperability during the Design phase before proceeding with deployment.
Design Phase Outcome
During the Design phase, detailed documents will be created that cover the necessary design for the cloud platform,
underlay network infrastructure, and for connectivity to the business VPN network. Design and configuration templates
for various VNFs involved will be included in the design documents. Additionally, clear and detailed integration,
customization, and automation requirements will be defined; these will be the input for the Deploy phase later and
help with building a truly seamless solution. This will ensure the greatest possible efficiency and synergy during the
transformation in order to minimize interruption during new service integration, as well as coexistence with legacy CPE
services, as needed.

The next step in the transformation methodology is to build the cloud infrastructure required to roll out the virtualized
NFV/CPE services. This includes the underlay network, and the virtualization and automation infrastructure, which need
to be aligned with the ETSI MANO (NFVO, VIM, VNF Manager, etc.) reference functional blocks.
For this phase, it is essential that the transformation team work closely with the operations staff and any other
transformation partners to put the hardware and software for the cloud infrastructure into production. All parties must
extensively monitor issues and risks at every step to ensure that the target cloud infrastructure is:
• Deployed as described in the Design Document
• Tested as specified in the Acceptance Test Plan
• Connected and integrated with the existing service provider IP/MPLS network
Once the deployment has been completed, the success of the implementation will be verified and the cloud
infrastructure will continue to be monitored as necessary.

Outcome of Deploy Phase—Infrastructure
The deliverables for this phase include the Network Implementation Plan, which includes all activities to implement
the necessary underlay network infrastructure and virtualization compute resources. Once this phase is complete, it is
expected that the required basic infrastructure, such as the underlay network and virtualization infrastructure in line with
ETSI NFV MANO reference architecture, be deployed. This enables various VNF images to be spun up and starts the
process of building actual use cases with the given VNFs to deliver the corresponding CPE functions.

This step builds on top of the Cloud CPE infrastructure deployed in an earlier step. Individual virtualized functions for
various CPE services are customized to suit the customer’s business use cases with related configuration templates.
Additionally, any custom development that is required to achieve the customer’s end goals is executed in this phase.
This could involve varying levels of integration with the Juniper Cloud CPE solution using one of the available APIs.

Finally, as various customized development efforts to automate and integrate the overall end-to-end solution take
shape, the project moves into the critical phase of testing and validating the end-to-end solution. All stakeholders are
required to participate in and test various individual elements and the overall solution during this phase.
Solution Acceptance Testing
Solution Acceptance testing is a critical checkpoint before launching the service for end users. This step is used to
verify that all components of the solution are individually deployed as per the design requirements. The individual test
plans will cover all aspects of underlay network infrastructure (i.e., TOR switches, MX Series SDN gateway routers, and
EX Series Ethernet Switches) and all software components (i.e., Contrail Controller, OpenStack components, Contrail
Service Orchestrator, Junos Space). There will also be comprehensive test plans that verify the end-to-end solution,
including various use cases. These also verify various integration tests and checks with OSS/BSS platforms, since these
tools are mandatory for operations teams to take ownership of the solution in production. Project Management

Pilot Customer Deployment
In a transformational project which involves a multitude of technological and operational changes to existing services
and potentially introduces new services, it’s only prudent to roll these out in a controlled fashion with select customers.
This allows for a trial run of the new solution and deployed infrastructure while giving users and operations teams a
learning curve to adapt to new solutions and processes.
The pilot deployment should include a variety of end users covering each of the services offered by the new solution.
The pilot deployment should be executed with the support of the design and implementation team, and with agreed
upon monitoring criteria for a predefined observation period. The observation phase includes rigorous monitoring and
comprehensive checks covering all aspects of the solution, including:
• The undelay network, including TOR switches and SDN gateway routers
• The SDN controller and compute resources, as well as OSS/BSS integration
• VNF functionality and performance

The verification also covers operational processes and tools such as:
• Verifying the end-user services life cycle covering onboarding of customers and customer sites
• Creation and destruction of network services
• Provisioning and decommissioning of services to customer sites
• Reporting and monitoring of the VNF instances
Pilot Phase Outcome
Upon the successful deployment of services for pilot end users, and following a stable observation period, the
operations team should be ready to deploy the solution at scale. The solution’s ability to achieve stated business and
technical goals should also have been validated.
Migration Phase
In many cases, service providers and enterprise customers that have invested in physical CPE devices already have
a significant installed base. It’s only reasonable then to assume that this investment will not be written off in favor
of virtualized CPE services overnight, but will be gradually phased out based on need for new functionality and cost
savings. Therefore, it’s presumed that the Migration phase will last a long time and will feature multiple approaches
where cloud-based virtualized functions and physical CPE functions are likely to coexist.

CSPs need to understand CPE life cycle at an end-user premises and motivations for end users to phase out legacy CPE
devices, so that they can prepare for various migration scenarios that will most likely be applicable to their networks.
These migration or insertion scenarios for cloud-based CPE services are expected to be one or more of the following:
• New Sites: In this scenario, it’s assumed that the default choice for CPE functionality at all new sites where the end
user does not have a legacy physical CPE will be a cloud-based service.
• Hybrid Sites: This scenario applies to customers who have a physical CPE device performing one or more services.
However, when such a customer requires additional services, the default choice would be to enable new services
and functionality on a VNF instance in the cloud. Such a customer site would be classified as a “hybrid,” with some
functions running on physical CPE and new services in the cloud instance.
• Forklift Sites: This scenario describes customers who are ready to phase out their physical CPE devices and require full
replacement of existing physical CPE device functions, migrating all services to equivalent cloud-based NFV instances.
Knowledge Transfer
A comprehensive skill development and training plan is essential to a successful transformation, which is born out of
technological advancements. Internal skill development, training, and filling resource gaps should be started early in the
transformation process; it cannot be deemed complete without enabling the operations teams to effectively support
and optimize the solution. Proper training and knowledge transfer strengthens customer organizations, enabling them to
be self-sufficient and reap the benefits of the new solution and services architecture.

Project Management
The process of implementing transformational change must be effectively planned, managed, and controlled to
minimize risk and ensure an effective, efficient transition. Project management best practices must include the
appropriate processes, controls, and procedures to ensure the successful execution and delivery of a transformation
project. As per normal project management practice, each phase will be closed off with a Phase Review process that
requires acceptance by all project stakeholders and sponsors.
The goal of project management is to ensure successful execution and delivery by managing the various roles and
documents using accepted project management best practices. With that in mind, Juniper has developed the Juniper
Project Management Methodology (JPMM) based on the standardized PMI and PRINCE2 project management
methodologies, utilizing best practices from both and incorporating additional internally developed processes.

While all project management functions need to be executed with due diligence, the function of change management
deserves special attention for various reasons. In a transformation of such magnitude, it is possible to inaccurately define
the requirements at the outset due to various reasons or constantly
