Throughenvironmentaldiplomacy,theU.S.DepartmentofStateandUSAIDworkwithotherfederal
agenciestoforgecooperationandcommitmentsthroughavarietyofdiplomaticapproachesglobally,
regionallyandbilaterally.
Theseapproachesinclude:
• Negotiatingeffectivescience-basedglobaltreatiesandpromotingtheirenforcement;
• Developinginternationalinitiativeswithkeycountriestoharnessmarketforcestothecauseof
sustainabledevelopment;
• Andcreatingaforeignpolicyframeworkinwhichinnovativepublic-privatepartnershipscan
flourishindevelopedanddevelopingcountriesworldwide.
TheStateDepartmentandUSAIDworkcloselytogetheronclimatechange,environmentandwater
programs.Wecollaboratewithoutsidepartnersincludingmultilateraldevelopmentbanks,theUnited
Nations,andotherdonors.OtherU.S.Governmentagencieswithprogramsintheregionincludethe
DepartmentofEnergy,theU.S.GeologicalSurvey,theEnvironmentProtectionAgency,theU.S.Forest
Service.
OureffortsonwatersecurityinSouthandCentralAsiaseekto:1)advanceregionalcooperationon
sharedwaterresources;2)promotewatermanagementsolutionsthataddressthenexusofwater,
energyandfoodwithinthecontextofclimatechange;and3)expandeconomicopportunity.Our
projectsfocusonfacilitatingdialogue,promotingdataandinformationsharing.
ClimateChange:
•
ThroughtheC5+1diplomaticplatform,wearelaunchingtwonewprojectsunderthe
EnvironmentandClimateChangeWorkingGroup.PowertheFuturewillhelpenergysector
policymakersandmid-levelstaffintheireffortstoscaleuprenewableenergythroughout
CentralAsia.
•
AnotherC5+1project,SupportingNationalandRegionalAdaptationPlanning,willseekto
increasethecapacityofCentralAsianstatestoplanforadaptationagainsttheimpactsof
climatechangeandincorporatesharedcross-borderadaptationstrategiesintothecountries’
nationaladaptationplans.

InKazakhstan,theUSAIDClimateResilientWheatprojecthashelpedKazHydromettoanalyze
weathertrendsandcreateaGeoportalwhereweatherinformationcanbeusedtocreate
climateforecastingmodels.
•
USAID’sproject“ContributiontoHighAsiaRunofffromIceandSnow”–orCHARIS–isassessing
theroleofglaciersandseasonalsnowinhighAsia.
•
USAIDsupportssnowleopardconservationthroughitsConservationandAdaptationinAsia’s
HighMountainLandscapesandCommunities(AHM)project.
USAIDalsofacilitatesinformationsharingandlessonsonclimate-relatedsectoralissuesand
solutions.EnergyLinkshelpsKyrgyzRepublicandTajikistantoincreaseenergyefficiencyand
reducedemandsidemanagementinordertobuildamoreclimate-resilientenergysector.

ThroughtheKazakhstanClimateChangeMitigationProgram(KCCMP),USAIDishelping
Kazakhstantoachievelong-termreductionsingreenhousegas(GHG)emissionintensity.
•
InTajikistan,FeedtheFutureisworkingwithsmallscale,femalefarmerstodiversifycrop
production,useclimateresilientvarietiesandpromotepracticesandtechnologiesthatimprove
watermanagementandefficiency.
•
InUzbekistan,theAgricultureValueChainsprojecthelpsfarmersdiversifyproductionaway
fromthirstycottontolesswater-intensivehorticulturecrops.
•
InKazakhstan,theClimateResilientWheatprojectworkswiththenationalextensionserviceto
promoteclimateresilientwheatvarietiesaswellasagronomicpracticestoconservesoil
moistureandincreaseyields.
Water:
• OurRegionalEnvironmentOfficeinAstanacollaboratedwiththeU.S.GeologicalSurveyto
sponsoraworkshopon"EmpowermentofWomeninSustainableManagementofWater
ResourcesinCentralAsiaandAfghanistan"lastJune.
• MyofficedirectlysupportstheUnitedNationsRegionalCentreforPreventiveDiplomacyfor
CentralAsia(UNRCCA)tofacilitateregionaldialogueontrans-boundarywaterissues,build
capacityofCentralAsiancountriesinwaterdiplomacy,supportimplementationand
coordinationofinternationaldonorinitiatives,andsupportthedevelopmentofpositive
transboundarywaterrelationsbetweenAfghanistanandCentralAsia.
•
WehavealsoworkedwiththeWorldBankCentralAsiaEnergyandWaterDevelopment
Program(CAEWDP)throughagrantadministeredbyUSAID.
•
USAID’sSmartWatersprogramisbuildingthecapacityoftheregion’swatermanagers,and
facilitatingcooperationonsmallriverbasins.
OurNationalAcademiesofScience,Engineering,andMedicineandUSAIDarematching
researchersinCentralAsiawithcounterpartsintheU.S.throughPartnershipsforEnhanced
EngagementinResearch,orPEER.
