The project or program should
limit contribution to climate
change. Borrower should assess
and manage (a) the climate-related
risks facing the project or program
and its resilience to those risks; (b)
the impacts the project or program
will have on the climate resilience
of
local
communities
and
ecosystems; and (c) the effects of
the project or program on efforts to
mitigate climate change.
Bank-financed activities will
limit
project/program-related
greenhouse gas emissions and
intensity. Bank and borrower
will
ensure
that
the
project/program is sensitive to
climate change risks, and does
not contribute to increased
vulnerability to climate change.
Risk Indicator Questions
1. Project/Program Area and Contextual Risks.
Trigger: All projects/programs to answer these questions.
1.1 Is climate change presently causing or is it anticipated during the
life of the project/program to pose significant risks in the
project/program area such as impacts on water resources,
agriculture or sea-level?
1.2 Does the government have a national policy or program in place to
control greenhouse gas emissions?
1.1 Does the government have a national policy or program in place to
promote climate adaptation and resiliency? Does this program or
policy pay particular attention to climate change impacts on
women, Indigenous Peoples and other marginalized groups in the
country?
2. Project/Program Direct Risks.
Trigger: Could the project/program produce significant GHG
emissions, have development outcomes that may be threatened by
climate change, or contribute to increased exposure and or
vulnerability to climate change? If Yes, …

Climate-related risks include potential projectrelated increases in emissions that may
exacerbate climate change; the viability or
longer-term
sustainability

project
outcomes due to potential climate change;
risks that a project may increase exposure to
climate change; potential differentiated social
risks based on climate vulnerability of different
groups.
Climate health risks include extreme heat,
infectious disease, impacts on underlying
determinants, impacts on food systems, water
resources; rising sea level and extreme weather,
and food.

