About the Ivanhoe water tank site
development project
Background
The 0.7 hectare water tank site at 421 Upper Heidelberg Road, Ivanhoe is owned by Yarra Valley
Water. The 30 megalitre water tank onsite was decommissioned in 2004 and the site has been
declared surplus land by the Victorian Government.
Places Victoria is investigating the potential revitalisation of the site in consultation with the site’s
owner to provide much-needed housing diversity in the Ivanhoe area, as well as improved public open
space for the community.
Places Victoria will work to develop a master plan for the site. As a State Government agency, Places
Victoria is required to make a responsible and commercial return on the land but is committed to
ensuring any future development of the site is designed to a high standard and is sensitive to the
site’s neighbours.
Rationale
Melbourne’s growing and changing population requires diversified housing to meet the needs of an
ageing population, increased numbers of couples without children, people seeking access to the
housing market for the first time and those looking to downsize. The potential development of the
Ivanhoe water tank site will offer increased diversity of housing types for the local community.
A high median house price in the Banyule area can also create barriers to home ownership for many
people. This is partly a consequence of the high number of detached properties in the area and it
highlights the need for housing diversity that creates a greater variety of housing in the local
community.
Master planning
Places Victoria will develop a master plan informed by community engagement, design principles, site
conditions, environmental considerations and commercial prospects. The master plan will be guided
by expert technical input.
Any development on the site is likely to include apartments and will include public open space. Places
Victoria recognises that development of the site will have an impact on the existing community and
the master plan will consider issues such as overshadowing, aesthetic considerations, traffic
management and environmentally sustainable design.
Access
Preliminary studies indicate that vehicle access to the site should be from Upper Heidelberg Road to
limit impact on local streets.

We will be holding community workshops at the Ivanhoe Senior Citizens Hall, 14 Ivanhoe Parade,
Ivanhoe at the following times:
