DECLARATION OF STEVEN L. SPANGLE
1.
I, Steven L. Spangle, am employed by the United States Department of the
Interior, as Field Supervisor of the Arizona Ecological Services Field Office of Region 2, U.S.
Fish and Wildlife Service, in Phoenix, Arizona. In this position I have custody and control of all
documents constituting the official administrative record prepared and maintained by the U.S.
Fish and Wildlife Service (Service) that appear on the Index to the administrative record that
accompanies this declaration.

To the best of my knowledge, the documents filed with the Court in this matter as
listed on the Index to the Administrative Record, (when combined with the documents listed on
the Privilege Log which are not filed with Court) constitute a true and correct copy of all the
Service records pertinent to the Service’s decision at issue in this litigation, namely August 30,
2006, Petition finding for the Sonoran Desert population of the bald eagle (71 Fed. Reg. 51549).
