Established in December 1950, the Office of the United Nations High
Commissioner for Refugees (UNHCR) is mandated to lead and coordinate
international action to protect and assist refugees and other persons of
concern. For more than six decades, UNHCR has helped dozens of
millions of people restart their lives. UNHCR is now looking for:

The position was approved under the capacity building initiative (CBI), a recruitment and
conversion programme geared to bringing on board mid-career level professionals in
functional areas in which the Organization lacks international staff capacity to meet its
operational requirements.
With the introduction of Results Based Management and the introduction of Focus and other
data collection tools, UNHCR has established a vast set of data collected by field operations.
While the majority of the data has become more accessible to staff because of the
introduction of the Business Intelligence tool, a significant part of the data can as not be
aligned to the RBM or operational structures or is of inferior quality and can hence not be
used for analysis. DPSM requires professional support to review its data collection tools and
datasets in order to facilitate the full use of its data for RBM purposes.
The incumbent should be dynamic and client-oriented with the ability to effectively interpret
and analyse the data needs of the organisation, analyse the current data collection systems
and data sets and evaluate their compatibility or lack thereof. The person should have an indepth knowledge of the use of operational datasets and be able to inform the organisation of
gaps in the existing data management and data validation processes and guide elaboration of
possible improvements. The candidate will mainly interact with colleagues in HQ but will
provide support to field operations if required. This position requires strong communication
and analytical skills, proven training competencies, and consolidated knowledge of data
management and RBM concepts.

Support the organisation in identifying its data requirements and assist in identifying
the most opportune collection methodologies.
Support the organisation in identifying gaps in data or conflicts in data
collection/management.

Facilitate and directly undertake comprehensive analysis of the performance of
UNHCR field operations, using UNHCR's corporate tools (e.g. Focus Client, Global
Focus, Focus Reader), in close consultation with Bureaux and concerned Divisions
and during the key moments of the programme management cycle e.g. Annual
Programme Review (APR).
Test and verify processes and systems to understand the cause of data issues.
Statistically analyze data and interpret findings to identify opportunities for database
and product improvements.
Identify, compare, and resolve data quality problems.
Evaluate large dataset for quality and accuracy.
Determine business impact level for data quality issues.
Work with colleagues to correct data quality errors.
Determine root cause for data quality errors and make recommendations for long-term
solutions.
Research and determine scope and complexity of issue so as to identify steps to fix
issue.
Develop process improvements to enhance overall data quality.
Develop and execute data clean-up measures.
Ensure adherence to data quality standards.
Identify areas of improvement to achieve data quality.
Analyze, query and manipulate data according to defined business rules and
procedures.

Represent DPSM in data analysis discussions at HQ level.
Initiate authoritative analysis of data quality.
Minimum qualifications and professional experience required:

University degree or equivalent in in Mathematics, Economics, Computer Science,
Information Management or Statistics.
Minimum of 6 years of relevant (international) job experience with a Master’s Degree
or 8 years with a Bachelor’s Degree.
Excellent knowledge of English.
5 years of experience as a data analyst.
Technical expertise regarding data models, database design development, data mining
and segmentation techniques.
Strong knowledge of and experience with reporting packages (Business Objects etc.),
databases (SQL etc.), programming (XML, Javascript, or ETL frameworks).
Knowledge of statistics and experience using statistical packages for analysing large
datasets (Excel, SPSS, SAS etc.)
Desirable qualifications and competencies:

Knowledge of another relevant UN language.
Advanced knowledge of RBM.
Computer skills (in MS office).
Strong analytical skills with the ability to collect, organize, analyze, and disseminate
significant amounts of information with attention to detail and accuracy.
Adept at queries, report writing and presenting findings.
