Chemical, Universal and Regulated Equipment Disposal Policy
The Environmental Compliance Division (ECD) of Environmental Health & Safety (EHS)
Department manages regulated waste for all Washington University (WU) operations.
Regulated wastes include unwanted chemical materials, materials contaminated with
hazardous materials and equipment and products that potentially contain hazardous
materials. These items are managed by ECD for reuse, recycling and disposal. This
policy identifies the procedures to follow to ensure that materials are managed and
collected safely and in an environmentally sound manner.
Waste Disposal Costs and Approval
All regulated waste materials must be disposed of through the ECD division. Any
disposal of regulated waste generated by contractors or operations funded by other
departments must be approved by ECD. All contractors are required to have all
necessary and appropriate licenses, certifications and permits according to Federal,
State and local requirements.
Costs for disposal of materials covered in this policy are generally borne by EHS. Nontypical generation of waste from laboratory clean outs, large scale spill responses and
environmental clean up operations shall be funded by the responsible department.
Additionally, only ECD personnel are authorized to utilize budget object codes
established for disposal of hazardous materials.
Waste Types
Hazardous and regulated wastes covered in this policy include materials that must be
managed, recycled and disposed of by ECD according to by Federal, State and local
agency requirements. Below are some of the key categories of waste managed by ECD.
Chemical Wastes
Chemical wastes include spent, contaminated or unused laboratory chemicals, debris or
equipment contaminated with laboratory chemicals, and maintenance chemicals such
as oils, paints and cleaners. See the Chemical Waste checklists for laboratories and one

Electronic Waste
Electronic wastes include electronic equipment, circuit boards and electronic
components that typically contain heavy metals and other hazardous components. See
the Equipment Waste Checklist.
Refrigeration/Appliances (White Goods)
White goods are generally appliances that are regulated for their paint coating that
could potentially contain heavy metals, as well as potential additional hazardous
material such as compressor oil and freon. See the Equipment Waste Checklist.
Universal Wastes
Universal Wastes include common manufactured items that potentially contain
regulated or hazardous materials. These items include non-incandescent light bulbs
such as florescent light bulbs, non-alkaline batteries, and mercury containing products
and equipment. See the Universal Waste checklist. Complete the online EH&S “Request
for Pick Up”. Use the appropriate online Universal Waste request form found on the
EH&S website (ehs.wustl.edu) under the Hazardous Material Management link.
Biological Waste
Biological Waste is defined and a waste capable of producing an infectious disease.
Other terms are “medical waste”, “biohazardous waste”, “pathological waste”, or
“infectious waste”. See the Biological Waste checklist.

All decisions regarding the final disposal/recycling requirements for all regulated waste
generated by WU personnel shall be made by the appropriate EHS staff and division.
