Data Legislation
•
Kenya uses Production Sharing Contracts (PSC)
•
The Kenya PSCs are based on Petroleum (Exploration & Production) Act,
CAP 308
•
PSC’s are negotiated by the National Fossils Fuels Advisory Committee
(NAFFAC) and signed by the Minister for Energy
•
By legislation, Operators submit a copy of data & information obtained
during exploration to the Minister for Energy .
•
Ministry of Energy has appointed National Oil is the custodian of all
exploration data

Data Management
National Oil is the Government's agent for national energy
data (oil and gas ) Repository
•The data sets dates back to 1950’s when exploration started in
Kenya
•Before 2007, the data was mostly in paper format and/or
CD/DVD’s, 9-track tapes, 3590 data Cartridges for recent data
•Data Management is mostly manual.

Data Management Cont’d…
Data Management Challenges
• Manual document Management
 Inventory database could not be
accurate
 Audit trails
•
•
•
•
•
•
Documents/Records are
 Very old >50 years
 Some are poor quality and faded
 Torn
Document retrieval and dissemination
was time consuming
Limited and expensive office space
available for document storage
Lack of disaster recovery plan
Packaging data for petroleum resource
promotion is tedious
Petroleum resource investment decision
cycles are long
