Sustainable Development Programs for Highly Marginalized Groups
Terms of Reference (ToR) for Project Management Support
I.
Background
The Asian Development Bank (ADB) approved a grant for $2.7 million for Support for Targeted
and Sustainable Development Programs for Highly Marginalized Groups (the Project) financed
by the Japan Fund for Poverty Reduction (JFPR) in March 2011.1 The Project will be
implemented for 3 years. The project will target four highly marginalized groups in Nepal and
empower them on their social rights and strengthen their institutional networks to enable them to
more meaningfully engage in the local development and governance process. The Project will
also provide entrepreneurship training and support to 2,000 of the poorest households among
the target groups to economically uplift them.
The Ministry of Local Development (MLD) will be the Executing Agency (EA) for the Project and
a Project Management Unit (PMU) headed by the Chief of the Gender Equality and Social
Inclusion Section of MLD, in the capacity of National Project Manager (NPM) will implement the
project. ADB seeks the services of a National Consultant (the Consultant) to provide
management support to the PMU.
II.
Assignment Objectives
The Consultant shall provide overall management support to the PMU. In this regard, the
Consultant shall provide the services of (i) One Management Specialist, (ii) One Indigenous
Peoples Specialist, (iii) One Dalit Specialist, (iv) One Microenterprise Development Specialist,
(v) One Economist, and (vi) One Statistician/Data Analyst, to support the PMU to implement and
supervise the Project. The detailed tasks to be performed by the team of specialists are
provided below in section III of this terms of reference. The Consultant shall also provide the
services of support staff as required in this terms of reference and establish a Project
Coordination Unit (PCU) headed by a Project Coordinator in four project districts.
III.
Scope of Consulting Services
The Consultant shall be responsible for overall project management under the guidance and
direction of the NPM. The Consultant shall provide the services of the following specialists to
provide the services as stated below.
A.
Management Specialist—Team Leader (36 person-months, continuous)

Basic Qualifications
The Management Specialist should:
(i)

Have relevant work experience, preferably in Nepal or other South Asian
countries, in project management, including overall financial management,
human resource management, strategic planning and project execution;
(iii)
Be knowledgeable on local governance and the working policies of the
government of Nepal; and
(iv)
Have at least 7 years' overall work experience.

Tasks to be Performed
As team leader, the management specialist will:
(i)
Report directly to the NPM;
(ii)
Assist the NPM to supervise and evaluate the performance of team members;
(iii)
Supervise and coordinate the work of all components and ensure quality and
timely outputs and deliverables as per the design and monitoring framework and
annual work plan and budget;
(iv)
Supervise, monitor, coordinate, and guide the work of all team members to
ensure timely delivery of high-quality outputs;
(v)
Be responsible for overall financial management and submission of relevant
financial documents to the EA and ADB on a timely basis, and provide training,
as necessary, to PMU financial management staff on ADB project financial
management and disbursement procedures;
(vi)
Ensure that the JFPR imprest account and all financial statements are audited
annually, in accordance with appropriate auditing standards, by independent
auditors acceptable to ADB, and furnish to ADB, as soon as possible, but no later
than six months after the end of each fiscal year, certified copies of such audited
accounts and financial statements and report of the auditors relating thereto,
including the auditor’s opinion on the use of the JFPR funds as well as on the
use of the JFPR imprest account and statement of expenditure procedure
provided under the Project;
(vii)
Facilitate the establishment of four PCUs and recruitment of staff as per the
agreed recruitment criteria, in Mahottari, Surkhet, Nawalparasi and Gulmi
districts;
(viii)
Lead the recruitment of the social mobilizers in the project districts as per the
agreed recruitment criteria in close coordination with the Gender and Social
Inclusion Implementation Committees and the District Chapters of Dalit NGO
Federation and District Co-ordination Councils of the Nepal Federation of
Indigenous Nationalities;
(ix)
Supervise and coordinate with the Microenterprise Development Specialist to
recruit, as per ADB’s Guidelines on the Use of Consultants (2010, as amended
from time to time), a Business Development Service Provider to deliver the
entrepreneurship development packages;
(x)
Supervise and coordinate all project procurements, including subcontracts for
civil works, as per ADB’s Procurement Guidelines (2010, as amended from time
to time);
(xi)
Support the NPM to organize and conduct Project Steering Committee meetings;
(xii)
Liaise and promote collaboration with the Nepal Federation of Indigenous
Nationalities, National Foundation for the Development of Indigenous
Nationalities, societies of Kumal, Bote and Majhi, National Dalit Commission,
Dalit NGO Federation and other relevant stakeholders, including development
partners, at the central level, and with the local bodies, district level Gender
Equality and Social Inclusion Implementation Committees, District Chapters of
Nepal Federation of Indigenous Nationalities, Kumal, Bote and Majhi societies,
and Dalit NGO Federation, and other relevant stakeholders in the project
districts;
(xiii)
Coordinate closely with relevant stakeholders in the project districts to organize
Gender Equality and Social Inclusion Implementation Committee meetings to
discuss on the Project;
(xiv)
Organize meetings, workshops, and seminars to raise awareness about the
Project and to disseminate lessons learnt from the Project to a wider audience,
as appropriate and as requested by the EA and ADB;
(xv)
Develop required operational guidelines and
implementation and obtain approval from PSC;
(xvi)
Set performance objectives, competencies and success criteria for each staff
members and monitor their performance on a regular basis;
(xvii)
Supervise finance, administrative and audit functions and comply with the
recommendations made;

(xviii) Undertake regular monitoring, reporting, documentation and communication
functions at all levels;
B.
(xix)
Ensure that the Project adheres to the JFPR Guidance Note on Visibility of Japan
and Guidance Note on Coordination with the Embassy of Japan to acknowledge
the contribution of the Government of Japan and to maintain close coordination
with the Government of Japan; and
(xx)
Be responsible for the submission of the following reports: (a) a pre-inception and
an inception report within one month of completion of the socioeconomic survey;
(b) quarterly progress reports within two weeks of the end of each quarter; (c) a
mid-term review report within one month of the mid-term review of the Project; (d)
annual progress reports within one month of the end of each fiscal year; (e) a
draft final report within one month of end of end of Project; and (f) a final report
incorporating the feedback and comments from the EA and ADB within two
weeks of receiving such comments.
Indigenous Peoples Specialist (24 person-months, intermittent)
1.
Basic Qualifications
The Specialist should
(i)
Have a master's degree in social sciences, preferably with a focus on indigenous
peoples issues;
(ii)
Have relevant work experience, preferably in Nepal or other South Asian
countries on indigenous peoples advocacy and rights issues; gender and ethnic
intersectional analysis and gender equality interventions; including analytical and
problem solving skills, designing and implementing social empowerment
campaigns and training, participatory rural appraisal methodologies; and
REFLECT methodology;
(iii)
Be knowledgeable on indigenous peoples issues in Nepal and the social
inclusion policies of the Government of Nepal; and
(iv)
Have at least 5 years of overall work experience.
Preference will be given to applicants from the target indigenous groups or from other
indigenous groups of Nepal.
2.
Tasks to be Performed
The Specialist will:
(i)
Lead the work related to indigenous peoples under Component B of the Project
(Capacity Building for Social Empowerment of Target Groups);
(ii)
Provide inputs to the socioeconomic survey team to design the socioeconomic
survey;
(iii)
Coordinate with the Dalit Specialist and the Team Leader to develop a social
empowerment strategy and action plan for the Project, building upon the findings
of the socioeconomic survey;
(iv)
Liaise and promote collaboration with the Nepal Federation of Indigenous
Nationalities, National Foundation for the Development of Indigenous
Nationalities, and societies of Kumal, Bote and Majhi, including development
partners, at the central level, and with the local bodies, district level Gender
Equality and Social Inclusion Implementation Committees, District Chapters of
Nepal Federation of Indigenous Nationalities, Kumal, Bote and Majhi societies,
and other relevant stakeholders in the project districts;
(v)
Prepare terms of reference, cost estimates, work plans, financial plans and work
plans for activities to be implemented in partnership with relevant organizations;
(vi)
Develop a REFLECT course and deliver the course in partnership with
specialized REFLECT facilitators;
(vii)
Develop training material and deliver training on (a) participatory rural appraisal
techniques and proposal development, (b) leadership and institutional
management, (c) basic accounting, (d) office management, and (e) genderresponsive development in collaboration with specialized training facilitators;
(viii)
Organize and deliver social awareness campaigns, workshops, seminars, and
conferences in collaboration with Indigenous Peoples Organizations to promote
social inclusion;
(ix)
Assist the team leader regarding organizational development of IPOs focusing
mainly on institutional strengthening of these organizations, including the
promotion of capacity development, internal governance and proper financial
management;
C.
(x)
Provide inputs on gender analysis as a cross-sectional issue and incorporate
women's empowerment measures throughout project components, focusing on
the particular socio-cultural context of the target groups;
(xi)
Supervise, mentor and guide the work of the social mobilizers on a regular basis;
(xii)
Assist the Team Leader to organize meetings, workshops, and seminars to raise
awareness about the Project and to disseminate lessons learnt from the Project;
(xiii)
Co-ordinate with other programs/projects of other agencies working for the
empowerment of Indigenous Peoples, lessons learnt, sharing best practices
adopted and disseminate them; and;
(xiv)
Provide inputs to the team leader as required, to support the timely delivery of
the required reports to the EA and ADB.
Dalit Specialist (24 person-months, intermittent)
1.
Basic Qualifications
The Specialist should:
(i)
Have a master's degree in social sciences, preferably with a focus on Dalit
issues;
(ii)
Have relevant work experience, preferably in Nepal or other South Asian
countries on Dalit advocacy and rights issues; gender and ethnic intersectional
analysis and gender equality interventions; analytical and problem solving skills,
designing and implementing social empowerment campaigns and training,
participatory rural appraisal methodologies; and REFLECT methodology;
(iii)
Be knowledgeable on Dalit issues and the social inclusion policies of the
Government of Nepal; and
(iv)
Have at least 5 years' overall work experience.
Preference will be given to applicants from the Dalit group.
2.
Tasks to be Performed
The Specialist will:
(i)
Lead the work related to Dalits under Component B of the Project (Capacity
Building for Social Empowerment of Target Groups);
(ii)
Provide inputs to the socioeconomic survey team to design the socioeconomic
survey;
(iii)
Coordinate with the Indigenous Peoples Specialist and the Team Leader to
develop a social empowerment strategy and action plan for the Project, building
upon the findings of the socioeconomic survey;
(iv)
Liaise and promote collaboration with the National Dalit Commission, Dalit NGO
Federation and other relevant stakeholders, including development partners, at
the central level, and with the local bodies, district level Gender Equality and
Social Inclusion Implementation Committees, and the District Chapters of Dalit
NGO Federation, and other relevant stakeholders in the project districts;
D.
(v)
Prepare terms of reference, cost estimates, financial plans and work plans for
activities to be implemented in partnership with relevant organizations;
(vi)

Microenterprise Development Specialist (24 person-months, intermittent)
1.
Basic Qualifications
The Specialist should:
(i)
Have a master's degree in management or social sciences;
(ii)
Have relevant work experience, preferably in Nepal or other South Asian
countries, in microenterprise development, marketing, project financing, value
chain analysis, and management of revolving funds;
(iii)
Be knowledgeable on enterprise development and the microfinance policies of
the Government of Nepal; and
(iv)
Have at least 5 years' overall work experience.
2.
Tasks to be Performed
The Specialist will:

(i)
Lead the work under Component C of the Project (Entrepreneurship
Development for Economic Empowerment);
(ii)
Develop an economic empowerment strategy and action plan building upon the
findings of the socioeconomic survey and community action plans developed by
target communities;
(iii)
Liaise and promote collaboration with microenterprise development service
providers, marketing agencies, and microfinance institutions and assist the team
leader and the EA to identify and recruit a business development service provider
to implement the entrepreneurship development packages, in accordance with
ADB’s Guidelines on the Use of Consultants (2010, as amended from time to
time). This will include drafting the terms of reference for the assignment, calling
for expression of interest, short listing firms, developing and issuing request for
proposals, evaluating technical and financial proposals, and finalizing contracts;
(iv)
Supervise and monitor the work of the business development service providers,
including review, modification, and approval of training material and training
methodologies;
(v)
Conduct post-training evaluations and modify training modules accordingly;
(vi)
Facilitate the selection of training participants, ensuring that 50% are women;
(vii)
Work closely with the business development service providers to train recipients
of the microenterprise startup seed grant to utilize the grants as a revolving fund;
(viii)
Work closely with the business development service providers to facilitate
entrepreneurs to seek financing from established microfinance institutions;
(ix)
Assist the Team Leader to organize meetings, workshops, and seminars to raise
awareness about the Project and to disseminate lessons learnt from the Project;
(x)
Co-ordinate with other agencies working in microenterprise development sector,
lessons learnt, sharing best practices adopted and disseminate them; and;
(xi)
Provide inputs to the team leader as required, to support the timely delivery of
the required reports to the EA and ADB.
Economist (4 person-months, intermittent)
1.
Basic Qualifications
The Economist should:
(i)
Have a master's degree in economics or development studies;
(ii)
Have extensive work experience, preferably in Nepal or other South Asian
countries, in developing the research methodologies and conducting household
socioeconomic surveys employing participatory rural appraisal (PRA)
methodologies; and;
(iii)
Have at least 5 years' overall work experience.
2.
Tasks to be Performed
The Economist will:

(i)
Lead the socioeconomic survey work under the overall supervision of the team
leader;
(ii)
Develop the socioeconomic survey methodology employing PRA techniques;
(iii)
Develop the survey questionnaire;
(iv)
Support the team leader in recruitment of social mobilizers in collaboration with
the DACs in the target districts;
(v)
Develop a PRA training package and provide the training to master trainers and
social mobilizers as appropriate;
(vi)
Lead, monitor, coordinate, and guide the work of the master trainers and social
mobilizers to complete the socioeconomic survey as scheduled;
(vii)
Analyze household-level data collected from the survey;
(viii)
Submit a detailed household-level socioeconomic survey report; and
(ix)
Provide other inputs to the team leader as required, to support the timely delivery
of the socioeconomic survey.
Statistician/Data Analyst (4 person-months, intermittent)
1.
Basic Qualifications
The Statistician/Data Analyst should:
(i)
Have a master's degree in statistics or appropriate work experience;
(ii)
Have extensive work experience, preferably in Nepal or other South Asian
countries, in statistical applications and data analysis; and
(iii)
Have at least 5 years' overall work experience.
2.
Tasks to be Performed
The Statistician/Data Analyst will:
(i)
Assist the economist and team leader in designing the survey questionnaire and
survey methodology;
(ii)
Assist the economist and team leader to develop a PRA training package and
provide the training to master trainers and social mobilizers as appropriate;
(iii)
Assist the economist to coordinate, monitor and guide the work of the master
trainers and social mobilizers to complete the socioeconomic survey as
scheduled;
(iv)
Tabulate and analyze household-level data collected from the survey;
(v)
Contribute to the preparation of a detailed household-level socioeconomic survey
report; and
(vi)
G.
Provide other inputs to the economist as required, to support the timely delivery
of the socioeconomic survey.
Support Staff and Logistics
The Consultant shall establish an office to function as the PMU. The Consultant shall also
establish offices to function as the PCUs in Mahottari, Surkhet, Nawalparasi, and Gulmi districts.
The Consultant will rent a vehicle for the PMU and rent other vehicles for field visits as required
and one motorcycle for each PCU. The Consultant shall provide all necessary logistics including
office supplies, utilities, communications and other miscellaneous costs for carrying out the
services as per the requirement of this terms of reference. The Consultant will also procure the
necessary equipment and furnishing for the PMU and PCUs.
These offices shall be supported by one monitoring and evaluation officer, four district coordinators, one accountant, five assistants, one driver and five helpers. The Consultant shall
give first preference to members from the target groups or from other indigenous groups while
selecting the support staff.
H.
Social Mobilizers
The Consultant shall recruit up to 80 social mobilizers from the target communities in which the
Project will work in to (i) support the socioeconomic team to conduct a socioeconomic survey of
the target VDCs, and (ii) to support the team of specialists to deliver the envisaged project
outputs. The Consultant will select VDCs in consultation with the Gender and Social Inclusion
Implementation Committees2 and recruitment of social mobilizers will be conducted by the
Consultant once the Project VDCs are selected.3 The social mobilizers will be recruited for 34
months.
I. Baseline Socioeconomic Survey
A detailed household-level socioeconomic survey will be conducted to clearly indentify the
socioeconomic conditions and needs of the target group members and other poor within the
project VDCs. This survey will help identify the poorest households which will be the target of
this project. For this survey, an Economist and a Statistician/Data Analyst will be recruited for 4
months each who will train the master trainers on research methodologies. They will then train
the social mobilizers to assist in conducting the baseline socioeconomic survey.

The Secretaries of the concerned VDCs, representatives of the concerned district level organizations of Kumar,
Majhi and Bote, representatives of the concerned District Co-ordination Councils of the Nepal Federation of
Indigenous Nationalities and representatives of the concerned District Chapters of Dalit NGO Federation will also
be included in these Committees to discuss matters related to the Project.
The Project will organize consultative workshops in all project districts prior to commencing the socioeconomic
survey to identify key VDCs in which the target groups’ population is highest in the district. The socioeconomic
survey will then be carried out in these VDCs to identify 2,000 of the poorest households. The exact number of
social mobilizers will be determined only after this.
