The Islamic Republic of Pakistan has received a loan from the Asian Development Bank
(ADB) towards the cost of Power Transmission Enhancement Investment Program Tranche
4. Part of this loan will be used for payments under the contract named above. Bidding is open
to bidders from eligible source countries of the ADB.

The National Transmission and Despatch Company, NTDC (“the Employer”) invites
sealed bids from eligible bidders for civil works, erection, testing and commissioning of
Extensions/Augmentation Works at 500kv Grid Stations Rawat and Jamshoro.

Lot-I: Augmentation Works at 500 kV Grid Station Rawat
Lot-II: Extension Works at 500 kV Grid Station Jamshoro
Bidders may bid for one or both lots, as further defined in the bidding document.

International competitive bidding will be conducted following ADB’s Single-Stage,
One-Envelope bidding procedure. Bidding is open to all bidders from eligible countries as
described in the bidding documents (Section 5).

Only eligible bidders with the following key qualifications should participate in this
bidding:

The bidder (as single entity or partner of a joint venture) should have successfully
completed at least one contract within the last ten (10) years and that is similar to the
proposed works, where the value of the Bidder’s participation exceeds PKR 28 million
(for Lot-I bidders) and PKR 51 million (for Lot-II bidders). Such project should have been
in satisfactory operation at least for (02) two years as on the date of Bid opening.

In case of joint venture, each partner other than those complying with criterion
mentioned in above para. should have at least five years experience of civil works,
erection testing and commissioning of 220kV or higher substations.

The bidder as a single entity or the combined experience of a joint venture should
include the following experience in last 10 years (May be complied with by specialist
subcontractors. Employer shall require evidence of subcontracting agreement from the
bidder):
i.
Civil Works (at least one grid station of similar or higher capacity to the
proposed work)
Foundations Works (at least one grid station of similar or higher capacity to
the proposed work)
Erection Works (at least one grid station of similar or higher capacity and
voltage level to the proposed work)
Testing and commissioning of Grid Station Works (at least one grid station of
similar or higher capacity and voltage level to the proposed work)

The Bidder should have sound financial status. The Bidder’s net worth calculated as the
difference between total assets and total liabilities should be positive for the last three
(03) consecutive years. Other financial qualification requirements are tabulated as

To purchase the bidding documents in English, w.e.f. 17 May 2016 eligible bidders
should write to address above requesting the bidding documents no. ADB-73R-2016 For Civil
Works, Erection, Testing And Commissioning Of Extensions/Augmentation Works At 500kv Grid
Stations Rawat And Jamshoro, upon payment of a non-refundable fee of 8,000 Pak Rs. Or
US$ 100/- by cashier’s cheque, pay order or bank draft in favor of Chief Engineer (MP&M)
NTDC, 622-WAPDA House, Lahore (Pakistan). The documents may be collected in persons or
may be sent by express airmail. For an additional fee of Rs.3000 for domestic delivery or
US$ 50 for overseas delivery, the documents may be sent through courier service, in such a
case no liability will be accepted for loss or late delivery.

together with a Bid Security as specified in the bidding documents

Bids will be opened at 10:00 AM, 1 July 2016 in the presence of bidders’ representatives
who choose to attend at the above address. Late Bids shall be rejected.
9.
When comparing Bids, ADB’s Domestic Preference Scheme will be applied following the
provisions stipulated in the Bidding Document.
