PETITION TO THE HOUSE OF COMMONS IN PARLIAMENT ASSEMBLED Stephen Harper’s ‘Secret Police’ Bill – Protect Canadians’ Civil Liberties We, the undersigned Citizens of Canada draw to the attention of the House the following: THAT, WHEREAS according to the Canadian Security Intelligence Service Act, CSIS’ mandate is strictly limited to the collection of intelligence, and it is not responsible for investigating criminal activity; WHEREAS C-51 provides CSIS with expanded powers it does not need – there is no evidence that the CSIS would have been able to prevent the atrocious attacks in Saint-Jean-sur-Richelieu and on Parliament Hill with these new powers, and there is still no evidence that both these attacks were undertaken in coordination with the terrorist group known as ISIS; WHEREAS CSIS’ new powers would allow them to operate as a ‘secret police’ – engaging in ‘disruption’ techniques whose only caveat are they cannot kill or harm, or “violate the sexual integrity of an individual”; WHEREAS the Bill proposes to further expand the agency’s powers without corresponding judicial or parliamentary oversight; WHEREAS the expanded definition in the bill of terrorist attacks is overly broad, and Canadians engaging in non-violent civil disobedience, who are not a threat to Canada, could be targeted under the legislation; AND WHEREAS public safety entails not only protection from security threats but also the full protection of Canadians’ civil liberties; THEREFORE, YOUR PETITIONERS call on the House of Commons to reject all aspects of Bill C-51 that fail to respect Canadians’ constitutional rights and to ensure that any new legislation fights terrorism with the traditional tools of criminal investigation and prosecution, within a framework that is consistent with international law and upholds Canadians’ civil liberties.
