Policy Background/Scope:
This policy has been established for the purpose of creating a set of guidelines for employees using council
Work Vehicles, Plant including Council owned Boats, Barges and Trailers.
Policy Provisions:
The Vehicle or Plant driven by an employee is the responsibility of that employee. It has been purchased
with community funding for the benefit of the whole community. The vehicle is to be used for Council
work purposes and must not be damaged during the course of that use. Accidental damage must be
reported as soon as possible.

Hours of use for Council owned Vehicles or Plant are 7.00am to 4.15pm weekdays.

Council vehicles/plant driven outside these hours without the authorization of the Works
Manager will be reported to the Police as stolen.

The only exception to this rule will be vehicles/plant returning for works on the access road or
outstations and vehicles being used by the Works Manager or Stores Manager in the course of
their duties.

Vehicles must be locked, keys handed to the Works Manager or his representatives, garaged
securely within the Council Works depot yard before 4.15pm each work day.

Before driving a Vehicle or Plant out of the Works Depot the responsible person must ensure that
oil levels and water levels are correct.

Any mechanical defects are to be reported immediately to the Works Manager.

Any physical damage, dents, cracked windscreens as a result of an accident whilst driving or
parked or attack by persons must be reported to the Works Manager immediately for reporting
to the Police and an Insurance claim lodged. An incident report form for this purpose must be
completed and handed to the Works Manager.

Please Note if the damage is caused by the negligence of the driver/operator, Council will take
steps to recover the costs of repairs from the driver/operator.

All Council owned Vehicles or Plant are to be driven within the Town area, including the rubbish
dump, on formed roads ONLY. The only exception will be Vehicles and Plant being driven to and
operated on the access road during normal work hours. Any other vehicles/plant to be
driven/operated outside the Town area must be approved by the Works Manager.

Note: if any Vehicle/Plant is driven on unformed roads without the approval of the Works
Manager, and bogged, the costs to recover the vehicle will be charged to the driver/operator.

All Council owned Boats, Barges and Trailers are to be registered and insured.

Boats and Barges are to be maintained in a safe operating condition and carry the approved safety
equipment at all times. Operators must have the appropriate tickets/licenses if applicable.

Boat and Barge trailers must be regularly checked and serviced. All damage whether accidental
or negligent must be reported to the Works Manager and an Incident Report filed for Insurance
claim immediately.

No Council owned Vehicle, Plant, Boat, Barge or Trailer is to be used for private purposes.

Vehicles last longer and are more comfortable to occupy if parked under shade in hot weather.
It is advisable therefore to find some shade or a roof to park the vehicle under.
