Sustainable Management of Biodiversity in
Thailand’s Production Landscape Project
Biodiversity-based Economy Development Office (BEDO)
--------------------------------------------------------------------------------------------------------------------------------I. Overall status
The following are the key output milestones achieved in the
second quarter of project’s inception phase (April-June 2012):
(i)
Project management unit established and fully
staffed;
(ii)
Stakeholders re-engagement process initiated at the
pilot sites;
(iii) Roles and responsibilities of key responsible parties
discussed and finalized;
(iv) Key project orientation process and pre-assessment
completed, including the programme orientation
session , financial reporting (FACE FORM) workshop
and micro assessment;
(v)
Inception workshop organized, after series of
discussion and validation process among key
responsible parties on the logical framework, the
draft 4-year implementation plan, and the draft first
year annual work plan.
II. Progress made during April-June 2012
The detail of each activity described as following:
Recruitment of project staff
This quarter, project management unit has completed
recruitment of all project staff and all of them start working from
June. The orientation meeting with new project staff has been
made to allow them to understand of project details and their
responsibilities. Field Coordinator from 4 target sites are
assigned for collaborate with community leaders, collecting
information related to conservation and socio-economic at site
level, and identify of local stakeholders who will involve with
project operation. This is for the purpose of site planning and
use the information to discuss in inception workshop. There
are 6 positions of project staff were recruited in this quarter;

During this quarter we have been visited to pilot sites in
the south and Prachinburi Province, please see details
summarize of the trip in table below;

such as shampoo from Sea holly
(Acanthus ebracteatus Vahl, one
species of mangrove forest), and
shrimp paste. The shrimp paste
product could not keep long last due
to low technology of packaging and
sea holly shampoo also very high
competition in the market.

that, to use of Ban Bang Tip as a
center for community based social
enterprise but in term of
conservation and utilization of
biodiversity are considered and
implement at landscape level

 Ban Thung Rak used to have
experience in mud crab farming but
it is not successfully due to many
factors involved such as lack of
young crab stock, high cost of
feeding and operation, and low
productivity. These reasons made
local people of this village stop for
mud crab farming.
 Ban Bang Dad the women group
has experience on producing of
shrimp paste and still operating but
on the seasoning and for the local
market only. The local community of
this village informed that, there is no
problem on marketing of shrimp
paste products. However, mostly all
of their products are sold in local
market.

associated with BEDO for couple of
years, and already established of
community based social enterprise
and focusing on producing soap
from bamboo charcoal. However,
the product still made by hand and it
is not comply with the quality
standard to access certificate. In
future the local group of Ban Dong
Bang would like to use of higher
technology for produce and working
on marketing of their products.

Revising of project framework, budget and TOR of project
taskforce
Developing of project frame work, budget revising, and
TOR for project task forces also completed in this quarter by
project consultant. Project consultant has presented details of
his works to Project Director, Project Manager, and BEDO’s
advisors to understand and revising. In the inception
workshop project consultant also facilitate and presented of
project frame work to project staff, partners each task force,
representative of local people from site level and BEDO staff to
clearly understand together (please see details of project log
frame in the attached document).
Meeting with stakeholders to review of project activities and
discussion on role and responsibilities
The meeting between BEDO, Thailand Environment
Institute (TEI) and Raks Thai Foundation (RTF) has been made
couple of times in order to discuss on details of project log
frame, budget, role and responsibilities. The discussion also
has been made through inception workshop. Finally, BEDO,
TEI, and RTF are agreed on allocation of role and
responsibilities as a result of discussion which has details in
AWP 2012, project work plan in the inception report.
Orientation and Face Form Review Workshop by UNDP, and
Micro Assessment
On 30 April 2012 staffs of project; Ms Supapich
Phonlasen, Ms Sasipa Jirasuktaveesuk, and Mr Somsak
Soonthornnawaphat were attended orientation by UNDP for the
purpose of project staff to understanding of UNDP requirement
mechanism in collaboration between UNDP and implementing
partner during implementing of the project. The orientation
session including; introduction of GEF operation for
conservation in Thailand by Mr. Joseph D’ Cruz, Regional
Environment Advisor; monitoring and evaluation mechanism by
Dr Sutharin Koonphol, Programme Officer, Environmental Unit;
Financial report by Ms. Nisakorn Puangkamalard, Programme
Associate, Environment Unit, UNDP.
Face Form Review Workshop on 31 May 2012 by UNDP,
project staff and staff of BEDO who involved with financial
report are invited include; Ms Supaich Phonlasen, Ms Pornthip
Phinpoo and Mr Somsak Soonthornnawaphat to attend the
workshop. This workshop encourages staff from implementing
partners to understand the financial report system required by
UNDP.
And micro assessment was also conducted by KPMG
during 27-29 June 2012, project staff was responsibility to
collaborate between KPMG and BEDO involved staff to
cooperation and helping on assessment.
Inception workshop
Inception workshop was conducted on 25 June 2012 at
TK Palace Hotel, Chaeng Wattana Rd, Lak Si, Bangkok. The
purpose of inception workshop is encourage project staff,
stakeholders and local communities to clear understand of
project details where state in project log frame, role and
responsibility, mechanism on report, monitoring and evaluation
by UNDP and participatory developing of annual work plan.
There were 45 people from BEDO staff, project staff, UNDP,
RTF, TEI and local community’s representatives from all target
sites are attended (details of inception report will be delivered
separately).
III. Management Issues
The establishment of Project Advisory Group and project
board meeting are still not implemented because of time limited
and mostly PMU focusing on recruiting project staff, preparation
and review of project details and organize of inception
workshop. Therefore, it shall be made and conducted after
inception workshop and the annual work plan has been
developed. The first project board meeting will be focus on
receiving of information on project details, endorse of annual
work plan for 2012, project frame work, and TOR for project
partners; TEI and RTF. And the establishment of project
advisory group will be completed after involved take holder has
been identified.
IV. Work plan for next quarterly (July-September 2012)
Work plan for the next quarter (July-September 2012) is
starting by conduct project board meeting to inform details and
progress of project and approval of annual work plan. Signing
of contract between BEDO and Thailand Environment Institute
(TEI) and Raks Thai Foundation (RTF) before formally
implementing activities will be made in the next quarter. The
implementing activity in the next quarter for TEI and RTF will
focusing on assessment of biodiversity at site level and identify
of possible products in participatory approach with local
community and local stakeholders including of process for
establishment of community based social enterprise in the
target site. The review of law and regulation related to
biodiversity business and some parts of BEDO capacity
building as well as some task of local marketing survey for the
local products will also be implemented in the next quarter.
Identification and engagement of partners and experts to be
involved in the project will be carried out in the next quarter,
including establish of Project Advisory Group. Finally, quarterly
monitoring meeting with UNDP, BEDO, TEI and RTF will be
conducted towards the end of Q3 to update on the project
progress and to ensure close collaboration among key project
partners
