What you need to know
The post is Monitoring and Evaluation Officer and you’ll be in the Programmes department.
Plan UK is seeking to build its Monitoring and Evaluation capacity and this job profile is a generic
one with applicants being considered for specific roles that are anticipated in the coming months,
conditional upon Plan UK securing key donor funding.
We are seeking experienced Monitoring and Evaluation Officers to ensure existing M&E systems
of consortium members are effectively harmonized and strengthened to meet donor
requirements. You would also be responsible for ensuring that learning from the project is
properly documented and shared. This role is envisaged to be split 50/50 between two major
projects at any one time.
It’s a fixed term contract that is anticipated to be between 3 and 5 years long (dependent on
project duration), and it’s a full-time post at 34.5 hours a week – we finish at 4.30pm on a Friday.
We are based in Old Street, London (Finsgate, 5-7 Cranwood Street to be precise)
What we’re looking for
The successful candidate will have experience of implementing and ensuring the ongoing
development of monitoring, evaluation and learning frameworks for large and complex projects.
The posts are open to individuals with generalist thematic experience; however, individuals with
technical interest and experience in the following areas are encouraged to apply:

You will have exceptional quantitative and qualitative data processing and analysis skills and be
able to engage effectively with dedicated consortium M&E partners. Knowledge and
management of statistical software packages such as SPSS, Stata and/ or CSPRO is highly
desirable.

The usual recruitment rate for this post (Grade 3) is £35,929 with future pay progression within
the pay band from £35,929 to £38,765 pro rata.
Our annual leave entitlement starts at 25 days (plus public holidays) for new starters. It goes up to
30 once you’ve been with us for 6 years.
We match contributions up to 6% on the pension scheme and will automatically enrol anyone who
has not elected to join the scheme in the third pay period of their employment, currently at a rate
of 1% contributions for you and for Plan.

Overview of Department
Plan UK is one of Plan International’s 21 national offices which support development programmes
in 50 countries in Africa, Asia and the Americas. Our new strategy focuses our child-centred
community development approach on child protection, education, economic security, sexual and
reproductive health, and children’s rights. In pursuit of these aims Plan UK aims to deepen our
disaster risk management capacity, build our ability to bid for large grants, refresh our
sponsorship and diversify individual giving, and build further support for our work in the UK.
The Programmes Department supports these aims by ensuring that Plan UK has the coherent,
relevant and innovative programme needed to realise Plan’s mission, and more generally to help
promote awareness of Plan’s work. More widely, the Programmes Department supports Plan’s
global programme by working across the organisation to share lessons learned, support the
development of policy and advocacy positions, contribute towards publications, and present
Plan’s programme work to a range of audiences.
Within the Programmes Department, the Programme and Partnership Development (PPD) unit
supports Country Offices by helping them to design high quality project proposals, and by raising
the funds needed to implement them – currently significant funding is received from the
Department for International Development, the EC, and the United Nations. PPD then manages
these grants, ensuring that project monitoring and evaluation is carried out effectively, and that
reports are submitted to donors in accordance with the increasingly exacting standards they set.
Job Purpose
The role of the Monitoring and Evaluation Officer is to support and ensure effective monitoring,
verification and evaluation of up to two Consortium Projects. The Monitoring and Evaluation
Officer will ensure learning is analysed, documented and shared. The postholder will liaise closely
with the partners who have established the overall monitoring, verification and evaluation
framework.

 Support the implementation and on-going development of
monitoring, evaluation and learning (MEL) processes and systems
to collect output and outcome level data.
 Assist consortium partners in the application of participatory and
youth appropriate data collection, monitoring and qualitative tools.
 Assist consortium partners in establishing and maintaining
effective monitoring systems that adequately capture information to
support payment by results (PBR).
 Support in-country staff to provide quality and timely to generate
programme reports and other documentation for programme














Analyse and compile project monitoring information to inform
practice and produce reports and other documentation for different
stakeholders/audience groups.
Coordinate internal and external inputs required for writing, editing,
design and production of M&E reports and programme learning
products, ensuring compliance with donor reporting requirements.
Assist with the development of a strategy for identifying, reflecting
on and disseminating learning internally and externally.
Assist with gathering and interpreting of programme data relevant
for Value for Money (VfM) analysis. Design and facilitate M&E
training workshops with relevant staff to strengthen potential skill
gaps in programme implementation.
Support the analysis and triangulation of qualitative and
quantitative monitoring data.
Support the management of global level MIS systems and
databases.
Maintain up to date knowledge of good practice and external
developments in monitoring and evaluation of development
projects.
Support the completion of base, mid and endline surveys.
Ensure M&E partners adhere to sub-contracts and deliver on their
commitments effectively.
Co-ordinate travel and other arrangements that may be required
for M&E partners.
Ensure all M&E and learning activities uphold a commitment to
gender equality, age sensitivity and the inclusion of marginalised
groups.
Ensure all monitoring, evaluation and research activities are
conducted in line with Plan’s child protection and ethical principles,
and consistently promote downwards accountability to
beneficiaries.
Support Plan’s commitments to transparency under International
Aid Transparency Initiative (IATI) and support organisational
initiatives on VfM.
Coordinate activities and share learning with the Evidence and
Learning team in the Quality Assurance, Impact and Learning unit.
Support reporting processes on organisational Key Performance
Indicators (KPIs).
