protectthemarineenvironmentandthemostwidelyapplicablelegislative
instrumentsfortheregulationofthedisposalofdredgedmaterialatsea.CEDA
activelyparticipatesintheworkoftheLC/LPwhereitrepresentsWODA.
ThroughfeedbackfromparticipantsinregionalworkshopsLC/LPidentifiedthe
needtodevelopalowtechnologyapproachtodredgedmaterialmanagementto
helpthosecountrieswhereregulationsarecurrentlyabsentorindevelopmentandwheretechnicalequipmentandknowhow
islackingortooexpensivetorealisticallysetupfromscratch.ThereforetheIMOcontractedCEDAtodevelopsuchan
approachintheformofatrainingsetextensiontotheLC/LPWasteAssessmentGuidelines(WAG)andbasedontheLC
SpecificGuidelinesforAssessmentofDredgedMaterial(previouslyknownastheDMAF).
TheWAGtrainingsetextensionfortheapplicationoflow-technologytechniquesforassessingdredgedmaterial(Low-tech
WAG)hasnowbeendevelopedforCEDAbyCentreforEnvironment,FisheriesandAquacultureScience(Cefas),acorporate
memberofCEDA.Thelow-techWAGprovidesinformationonlow-costsampling(includinganinventiveuseacolabottle),
testing,informationgatheringanddocumenting,low-costmonitoringandfeedbacksurveystohelpimprovedecisionmaking
inrelationtodredgedmaterial.Italsofocusesonthealternativeuseofdredgedmaterialreferencingrecentworkundertaken
byCEDA.
Thelow-techapproachisseenasatemporarymeasuretoallowcountriestoadoptaprecautionaryapproachtothe
managementofdredgedmaterial,intheeventthattheyhavenotyetdevelopedsufficientcapabilitytoallowthemtofollow
thefullapproachoftheLC/LPGuidelines.
TheLow-techWAGwasadoptedbytheLC/LPgoverningbodiesinOctober2011.IthasnowbeenpublishedbytheIMOtobe
‘road-tested'byitsintendedaudience(e.g.portsandregulatoryauthoritiesoperatinginlow-techenvironments).Itishoped
thatthisprocesswillenableidentificationoffurtherlow-techapproachesthatcanbeincorporatedinthefuturetoincrease
theLow-techWAG'susability.ThedocumentisalsopublishedontheWODAandCEDAwebsites.MembersofCEDA,EADA,
WEDAandothersareencouragedtoparticipateintheroad-test.InterestedorganisationsshouldcontacttheCEDA,EADAor
