Licensed Childcare Facilities Application Information
Listed below are the three main contribution types that an organization can apply for, along with
specific and general application requirements.
Operations & Maintenance Program Contribution
 Program contribution funding helps maintain established, licensed child care programs. It also
encourages the development of qualified staff and programs, and the provision of infant and special
needs spaces.
 O & M program contribution money is annual funding that can be used for any operating expenses.
Application Requirements:
o Proof of current good standing with Nunavut Legal Registries
o A financial statement (signed by two members of the Board of Directors) for the previous year’s
operation.
o A list of the new Board of Directors.
Start-up Contribution
 Funding for non-profit organizations is offered to promote the development of licensed non-profit
childcare programs.
 This funding is a one-time source of money to help childcare facilities purchase the necessary toys,
equipment and program materials needed to open. This funding cannot be used to purchase,
construct or do major renovations to a building.
Application Requirements:
o A brief description of the program, including goals and objectives.
o Needs assessment and three letters of support.
o Approval from the Office of the Fire Marshall regarding compliance with the National Fire Code.
o Approval from the Office of the Environmental Health Officer regarding compliance with the
Public Health Act.
o A copy of a draft budget for the start-up funds.
o Proof of incorporation as a non-profit organization in good standing with Nunavut Legal
Registries.
o Proof of compliance with zoning by-laws from the municipality.
o Proof of a minimum of $2,000,000 comprehensive general liability insurance (or proof that once
the premium is paid, there will be a minimum of $2,000,000 comprehensive general liability
insurance).
o Application for a Child Care Facility License.
Health & Safety Contribution
 Health & safety funding (limited to $5,000.00) is provided to correct or improve the facility through
repairs, renovations or additional equipment so that it meets all fire and health regulations.
 Facilities in currently operating GN buildings are not eligible for this funding component of the Early
Childhood Program.
Application Requirements:
o Reason for health & safety funding.
o Letter or report from Environmental Health Officer or the Fire Marshal stating why the
repairs/renovations/equipment are required.
o Written estimate of the amount required (up to $5,000) for the renovations / repairs /
equipment.
o Proof of current good standing with Nunavut Legal Registries.
General Application Criteria:
o Complete application (with all necessary documentation).
o Current operating license.
o Proof of current good standing with Nunavut Legal Registries.
o Financial statement (signed by two Board members) for the previous year’s operation (for O & M
Program Contribution only).
o List of the new Board of Directors (for O & M Program Contribution only).
o Initial approval from the Office of the Fire Marshall, Environmental Health Officer, and
municipality (for start-up only).
o For start-up: demonstration of community need (e.g. If an existing centre is not used to at least
90% capacity, start-up for a new centre will not be approved).
o For health & safety: requirement by Environmental Health Officer or Fire Marshal.
