Main responsibilities
Leadership and Management of the P3O risk management function







Direct the risk management organisation to successfully deliver DIO outputs
Demonstrate a personal commitment to the DIO Guiding Principles
Provide leadership for the team with minimal supervision and direction
Responsible for developing and supporting the team, enabling them to deliver departmental goals
Lead, manage and motivate staff providing a positive, collaborative and proactive working
environment
Promote strong working relationships both within the team and with other teams across DIO and
MoD
Responsible for ensuring that the team is compliant with mandatory requirements, e. g. H&S training
Responsible for the PPD Risk Management strategy






Defines policy and strategy for the PPD risk function
Responsible for the formulation of portfolio risk strategy and effective implementation of the Risk
Management Plan
Direct the future development of the risk management service
Accountable for the Risk Management competency within PPD – ensure practices are in line with
P3M3 criteria at relevant levels
Develop processes to fulfil the internal reporting needs of the programme, including the
development and production of any contractual reports
Ensure the reporting process is robust, exception-based and flexible enough to meet the changing
needs of the programme or project
Own all outputs of the risk management function

Accountable for management, coordination and direction of all risk management resources to
achieve objectives defined by Deputy Head P3O













Direction and oversight of risk activities and reports undertaken or produced by assigned Risk
Analysts
Lead the preparation and update of costs / schedule models at portfolio level by FLC
Accountable for overseeing Project teams use of Quantitative Risk Analysis (QRA) reports showing
P10, P50 & P90 allocation cost breakdown and explanation of any changes from previous results and
the significant portfolio risks
Direct the risk contribution to regular board reports, including commentary on performance,
coordinating upward aggregation of data / information and reports – highlight reports, programme
status reports, management dashboards, etc.
Ensure integrity of reports through consistent traffic lights; define and challenge traffic-light status
Own deviations reported up by the Analysts and only escalate onto the Deputy Head PSO on an
exception basis, when appropriate
Lead the preparation of monthly report showing effect of risks identified and comparing against
baseline cost breakdown and baseline programme as well as previous results
Responsible for the portfolio risk register for all risks identified, detailing probabilities, cost impacts
and cost build up to all calculations used for ranges
Lead the preparation of S-curve graphs showing the full range of results from P0% to P100%, and
further graphs demonstrating the change in results
Carry out analysis and form an aggregated view of risk exposure across all DIO PPD Projects
Advice to senior management on highlighted results and significant portfolio risks
Communicate to senior stakeholders the results of analysis of aggregated risk exposure across all DIO
PPD Projects
Other activities as required to maintain PPD P3M3 risk management Level 4. Defined as: The
organisation’s appetite for risk, and the balance of risk and benefit across the portfolio, are
continually reviewed and managed. Senior managers own and oversee the management of risks
across the portfolio. Portfolio risk management is embedded within the corporate reporting and
management structure
Senior authority on risk management – compliance and assurance







Direct risk team to monitor compliance with MOD and DIO policy, instructions and guidance on P3M
risk management
Establish standards, templates and, where required, additional policy on P3M risk management for
PPD, PSPs and Industry Partners and provides assurance to these standards
Recommend a strategy to Deputy Head P3O to improve compliance, operational efficiency and the
policy framework
Accountable for risk management audit trail procedures meeting Corporate Governance
requirements
Effectively communicate an aggregated view of Risk across all projects or programmes of projects
within PPD
Oversee and prioritise Risk Analysts providing guidance to Project teams through scrutiny of risk
registers, risk management plans, forecasts etc
Communicate as necessary with senior customers and stakeholders with regards to ownership of
project risks and issues
Champion the benefits of effective risk management across PPD and DIO



Communicate the benefits of effective risk management to key stakeholders in the wider business
Highlight key achievements and successes in improving portfolio output and value for money
Seek opportunities to interact and share knowledge with MOD risk and senior management
community
Collaborate with wider teams across PPD and the FLCs





Promote a collaborative relationship between Risk Analysts and relevant PPD teams
Leverage authority and senior stakeholder relationships to overcome any cultural or bureaucratic
boundaries that prevent successful risk management
Champion risk management excellence, providing risk expertise and mentoring to PPD on risk,
leading by example
Assist in the development of P3M risk management knowledge across PPD
Expert guidance on risk management processes to senior PPD and FLC management
