School Annual Education Report (AER) Cover

Dear Parents and Community Members:
We are pleased to present you with the Annual Education Report (AER) which
provides key information on the 2015-16 educational progress for the CheboyganOtsego-Presque Isle Educational Service District programs. The AER addresses the
complex reporting information required by federal and state laws. The school’s
report contains information about student assessment, accountability, and teacher
quality. If you have any questions about the AER, please contact Ms. Donna Jones
for assistance.
The AER is available for you to review electronically by visiting the following web
site www.copesd.org, or you may review a copy in the main office at your child’s
school.
For the 2016-17 year, no new Priority or Focus schools were named; some Priority
or Focus schools did exit their status because they met the exit criteria. New
Reward schools were identified using school rankings and Beating the Odds
information. A Focus school is one that has a large achievement gap between the
highest and lowest achieving 30% of schools. A Priority school is one whose
achievement and growth is in the lowest 5% of all schools in the state. A Reward
school is one that has achieved one or more of the following distinctions: top 5% of
schools on the Top-to-Bottom School Rankings, top 5% of schools making the
greatest gains in achievement (improvement metric), or “Beating the Odds” by
outperforming the school’s predicted ranking and/or similar schools. Some schools
are not identified with any of these labels. In these cases no label is given.
The COP ESD programs HAS NOT BEEN GIVEN ONE OF THESE LABELS.

There are a total of 112 students, all of whom have an Individualized Education Plan
and have extensive disabilities along with severe to moderate cognitive
impairments. Of the 112 students, 65 are male and 47 are female with 52
qualifying as economically disadvantaged. This school resides in an area with very
low diversity. Only two of the 112 students are not white. With the severity of
disabilities for all of our students the burden of achievement is a continual challenge
for educators, but the majority of all students make adequate progress yearly.
State law requires that we also report additional information.
THE STATUS OF THE 3-5 YEAR SCHOOL IMPROVEMENT PLAN
The School Improvement Plan is current and is reviewed and modified annually by
the School Improvement Team. The annual required evaluation of school
performance indicators, the program evaluation, and the school improvement plan
has been submitted in a timely manner. Our two goal areas are reading and math
and will continue into the 2016-17 school year. Due to the severity of the disability
of our students we require at a minimum at least one goal for math and one goal
for language arts. All subjects are covered in the curricula, but the focus of
instruction for our students’ success lies with the competency in the areas of math,
language arts, and social, emotional, life and employment skills. Copies of the
school improvement plan are available to all students and parents at annual fall
classroom meetings or upon request. Parents and families are also encouraged to
attend school improvement and PAC meetings. Please call the office to confirm
meeting dates and times.
A BRIEF DESCRIPTION OF EACH SPECIALIZED SCHOOL
The COP ESD program is a specialized school servicing all students meeting the
qualifications to be placed in a MoCI or SCI program. Each student is provided
services individually designed to meet their specific needs according to their
Individualized Education Plan. The COP ESD programs consist of 10 classrooms
located in local school district buildings. There are 8 MoCI designated classrooms
and 2 SCI designated classrooms. The two SCI classrooms are located in the
Gaylord Community Schools district housed in the Community Education building
along with two MoCI program classrooms. There is a MoCI program classroom in
the Gaylord High School and one in the Gaylord Middle School. Onaway Area
Community School district houses one MoCI program classroom and in Cheboygan
there is a MoCI program classroom at the Cheboygan High School, a MoCI program
classroom at the Cheboygan Intermediate School and a MoCI program classroom at
East Elementary School. Enrollment for the 2015-16 school year was approximately
112 students.

IDENTIFY HOW TO ACCESS A COPY OF THE CORE CURRICULUM, A DESCRIPTION
OF ITS IMPLEMENTATION AND AN EXPLANATION OF THE VARIANCES FROM THE
STATE’S MODEL
The COP ESD programs does not vary from the state’s model in its implementation
of the core curriculum. Our teachers have transitioned from the MCR to the
Common Core State Standards and have it fully implemented in all classrooms and
develop all IEP core curriculum goals accordingly and develop instruction based on
the CCSS. For a copy of the core curriculum for each grade level, please go to

THE AGGREGATE STUDENT ACHIEVEMENT RESULTS FOR ANY LOCAL COMPETENCY
TESTS OR NATIONALLY NORMED ACHIEVEMENT TESTS
Students in our program classrooms do not take local competency tests, but are
individually assessed through the evaluation and IEP process. Those results are
provided to all parents individually at their child’s initial evaluation/IEP and
whenever continuing evaluations are completed, but at a minimum annually.
IDENTIFY THE NUMBER AND PERCENT OF STUDENTS REPRESENTED BY PARENTS
AT PARENT-TEACHER CONFERENCES
The students and parents meet at a minimum of once a year to discuss annual
goals and all evaluations completed. Parent attendance is well over 95%.
We are pleased with the continued progress being made by the students attending
the COP ESD programs. Our goal is to ensure that each student achieves to their
full individual potential and that we provide a quality educational setting and
curriculum for all students.
