“Afterschool Round up” – J.C. Penney Cares
REQUEST FOR APPLICATIONS (RFA)
Background and Overview: The J.C. Penney Co. started this new philanthropic
initiative to provide “after-school” academic and social development activities for youth.
Compelling national research reveals that one in four American students are
unsupervised daily between 3 p.m. and 6 p.m., according to Vice-President Mike
Theilmann. During these hours, youth are at a greater risk of involvement in drug abuse,
crime and other illegal and destructive behaviors.
The J.C. Penney Co., Inc. has more than 1,100 stores throughout the United States
and Puerto Rico. All stores are actively involved in helping to narrow the education gap.
Theilmann indicated that the company is collecting 100 million virtual pennies (i.e.,
$1,000,000.00) to donate to this cause. You can see the “pennies from heaven” initiative
in various ads in JCP Back-to-School marketing.
Funding Information and Eligibility: A total of $12,000.00 will be distributed during
this funding cycle via the Cooperative Extension Program. Target areas for funding are:
music, reading, art, science, and sports.
A total of twenty (20) grants are available. Each grant is approximately $600. All
agents with 4-H responsibility may apply for a grant. All monies will be used to purchase
supplies, food, pay for field trips and other 4-H after school activities. Funding cannot be
used to purchase equipment item which cost $100 or more. Community Clubs are not
eligible for this funding.
Program Goals: Each award of $600 can be used to develop 4-H after school
programming initiatives in music, reading, art, science and sports. Current or new
programs addressing these initiatives may include: development of 4-H clubs, vocal or
instrumental music, theatrical skits, book clubs, art clubs, sketching, drawing, or even
the introduction of a new sport. Art exhibitions and receptions, book clubs and public
speaking, Lacrosse games, tennis, skating are acceptable programming activities. This
is not an exhaustive list of activities, just suggestions. You may use the funds for one
event or several events. Funding can be used for any 4-H after-school activities.
Grant Requirements/Deliverables: All program initiatives must be implemented
between September, 2014 and June, 2014. Topics identified in the RFA must be

explained or covered. Part of the compliance of the grant is that agents take photos of
activities throughout grant implementation process. The first two pages of this
application provide guidelines for the grant writer. Pages three (3) and four (4) of this
form is the grant application. Please submit your Fall, 2014 RFA via email to
[email protected] by 5 p.m., Monday, September 22, 2014. The Spring, 2015
round of funding will be announced January, 2015. Please type ““Afterschool Round
up” – J.C. Penney Cares RFA in the subject heading. Fun-filled after-school programs
are encouraged. Kindly empower your volunteers and 4-H members to suggest and
plan after school activities for this initiative.
Program Evaluation: A rubrics will used to evaluate each grant. The rubric is
congruent with the items outlined in the RFA.
