government had to develop a
plan to restore the Union to include
both the northern and southern
states. The southern states were
left in ruins, so rebuilding would
not be easy.

Reconstruction
After the Civil War, the nation was split
in two. National leaders were faced
with the difficult task of rebuilding the
South. They also had to help the
northern and southern states resolve
their differences about equal rights for
all Americans.
