It has been called – “Disneyland with the death penalty” 39 1994: Singapore Four foreign students accused of vandalism in September 1993 became the focus of world media attention in 1994 when one of the students, Michael Fay, an American, was fined and sentenced by a Singaporean court to four months in jail and six strokes by rattan cane. Fay's parents sought media attention and political intervention. U.S. President Bill Clinton publicly asked for leniency and called the sentence a mistake, but Singaporean leaders rejected his pleas, saying the United States exemplified the laxity of laws and public morals in the West. In response, the United States sought to block Singapore's offer to host the inaugural meeting of the World Trade Organization. On appeal, the president of Singapore, Ong Teng Cheong, reduced Fay's caning to four strokes. Another of the students, Hong Kong national Shiu Chi Ho, was sentenced to twelve strokes and eight months in prison; the sentence was reduced by the president to six strokes and six months, but he was released after four months. The other two students were fined. While Singapore's practice of caning attracted most attention, its mandatory death sentences for drug trafficking led to the hanging of a Dutch businessman in September and a Ghanaian in October. 40 Caning THE IMMEDIATE PHYSICAL EFFECTS Eyewitnesses and others have reported on the severity of the canings: "The blows are applied with the full force of the jailer's arm. When the rattan hits the bare buttocks, the skin disintegrates, leaving a white line and then a flow of blood." (Singapore Bar Association report) "I [...] saw blood at the fourth stroke. The prisoner slumped over in evident terrible pain. The caning stopped" ("Caning -- the most dreaded punishment", Straits Times, 7 September 1974).
