QUESTION OF : PROMOTING INTERNATIONAL COOPERATION TO
REDUCE THE IMPACT OF THE EL NINO
PHENOMENON.
The General Assembly,
Expressing with deep concern the detrimental effects caused by a
strong El Niño (period when sea surface temperatures are above normal off
the South American coast along the equatorial Pacific) in 2016, which has
spread all over the globe due to the “teleconnection”,
Noting with regret that El Niños, through history, have led to climate
records and recently, seas surface temperature anomalies were in excess
of 20C across the east central equatorial Pacific Ocean, consequently
affecting developing countries dependent on agriculture and fishing,
Deeply conscious about the negative spillover effects upon the pillars
of economy thereby leading to considerable fluctuations in the GDP,
Affirming that El Nino has an oscillation and has led to disastrous
ramifications in several regions of the world thus causing financial, human
and environmental losses, with severe gravity in the coastal countries of
the Pacific ocean,
Acknowledging with concern the possible effects that El Nino will have
on the weather globally, altering the odds of natural calamities, resulting in
food inadequacy and famine in several regions which could extend over a
span of years, negatively affecting world food supplies; furthermore, the
phenomenon has led to the spread of related health issues,

Deplores that countermeasures undergone by the countries
affected have been scanty due to the amplitude of the calamity and that
promoting international cooperation and trust have therefore become vital,
most importantly in areas with a deficiency of resources;

Appeals to advanced economies to write off debts of financiallyill economies in order to offer them the opportunity of developing sectors
for instance ,national housing, health, infrastructure and give preferential
treatment in international trade to developing countries, in terms of less
protectionist measures on imports from them, and assist them in the
rehabilitation programs;
3.
Expresses its thanks to the WHO, the Global Health Cluster and
other national, regional and global actors for providing support to member
states and partners to enhance preparedness measures for the current El
Nino event, in case of health emergencies;
4.
Encourages the development of disaster relief and emergency
responses to El Nino along with the establishment of Inter-agency task
forces, dedicated to prevent and mitigate natural disasters concomitant to
El Nino;
5.
Invites states to support the oceanographic and terrestrial
observation networks to, analyze, describe and predict climate anomalies
related to the El Nino;
6.
Encourages nations to implement programs and measures
using the International Space Station as a base in order to improve the
communications and solutions, at a much faster rate and develop more
advanced weather observation technologies amongst countries;
7.
Recommends the drafting of laws and the identification of the
vulnerable population to give them access to cooling centers during
extreme heat, thereby ensuring public safety;
8.
Calls upon the Organizations of the UN systems, specially the
Intergovernmental Oceanographic Organization, Commission of the UN, the
WMO, to contribute further in achieving an understandable approach and
comprehension of the El Nino phenomenon.
