Coordinator of the Component 1 of the Second Serbia Health Project (Improvement of Health Financing) Scope of work Main activities of this assignment include: • Coordination, organization, support and monitoring of the project activities related to the further introduction of the output based payment system for hospital acute care based on Diagnosis Related Groups with special attention to (1) correct reporting of acute care hospitalization cases in public hospitals based on DRGs (2) the costing exercise to calculate and assign DRG cost weights adapted to the Serbian context, and (3) gradual shift of hospital care financing from inputs to DRGs • Coordination, organization, support and monitoring of the technical assistance and training to build capacity of the hospital managers and staff to implement DRGs and respond to the new incentives and to build awareness among hospital managers and staff regarding the DRG reforms. Further training of the staff of the central institutions (MOH, HIF, IPH) related to DRGs and its possibilities is also important • Coordination, organization, support and monitoring of the project activities related to the provision of technical advice and support to the discussion regarding (1) options to improve efficiency of financing of non-acute care in hospitals, including ambulatory and emergency services, increased use of day surgeries and long term and palliative care; (2) strengthening of referral system; (3) recommendations on government arrangements to strengthen management autonomy and accountability of health care providers • Coordination, organization, support and monitoring of the project activities related to strengthening of the performance incentives in the existing HIF health provider payment mechanisms by refining the current performance criteria for variable payments made to health workers • Coordination, organization, support and monitoring of the project activities related to the facilitation of the transition to risk-adjusted capitation financing with quality incentives in HIF payments to DZs, through the design and implementation of a Quality Improvement Grants scheme for improvement of quality of health care, including increased access to health care and preventive services by vulnerable groups • Coordination, organization, support and monitoring of the project activities related to the provision of technical advice and support to capacity building to implement and monitor primary health care financing reforms, including building managerial capacities and skills of DZ management and staff • Can work flexibly to help achieve the goals of the project • Perform any other appropriate tasks determined by PCU Coordinator and/or officials of the Ministry of Health. Expected outcomes Fulfillment of the objectives of the SHP2 project are the expected outcomes of the activities of this consultant. More specifically, expected outcomes are the following: • Improved accuracy of DRG based reporting of acute care hospitalization cases in public hospitals • • • • DRG cost weights adapted for Serbia established Percentage of the hospital budget for acute care distributed according to DRGs Performance criteria for variable payments to health staff in primary care improved Quality Improvement Grants scheme for DZs implemented and results analyzed Qualifications and requirements • • • • • • Candidate has to be a medical doctor or an economist with Postgraduate Degree and/or completed courses in health policy or health economics. Candidate has to have at least four (4) years of experience working on reform of health systems, preferably provider payment or financing mechanisms, with fulfilled outcome evaluated by the competent national Commission on behalf of the Fiduciary. Previous experience in working with DRG-based patient classification system is an advantage. Previous experience with the World Bank funded projects and other internationally financed health related projects in Serbia is strongly preferred; Candidate has to be fluent in Serbian and English. Candidate has to be computer literate.
