• How did the conflicts between Thomas Jefferson and
Alexander Hamilton result in the emergence of two political
parties?
Alexander Hamilton (Federalist)
• Alexander Hamilton wanted the federal government to pay
most of the Revolutionary War debt.
• He thought that would help the national economy.
• Hamilton wanted to start a national bank.
• He wanted a strong federal government that supported
industry and trade.
• Hamilton was pro-British

Thomas Jefferson (DemocraticRepublican)
• Thomas Jefferson and James Madison wanted to limit the
federal government’s power.
• They believed creating a national bank would give the federal
government too much power.
• Southern states such as Virginia and North Carolina were
opposed to having the federal government pay most of the
Revolutionary War debt because they did not have many war
debts.
• Jefferson wanted the United States to back the new

Alien and Sedition Acts
• In the summer of 1798 Federalists in Congress passed the
Alien and Sedition Acts.
• The Alien Act allowed the president to remove foreign
residents he thought were involved in plots against the
government.
• The Sedition Act said U.S. citizens could not write, print, utter,
or publish any false or hostile words against the government.
Kentucky and Virginia Resolutions
• Jefferson and Madison passed the Kentucky and Virginia
Resolutions
• Said the Alien and Sedition Acts were unconstitutional and
could therefore be ignored by the states.

• Democratic-Republican Party- a political party founded in the
1790s by Thomas Jefferson, James Madison, and other leaders
who wanted to preserve the power of the state governments
and promote agriculture.
