wouldbegovernedinlateryears.NewstatesweretobeadmiJed“intotheCongressof
theUnitedStates.”Thisprovisionwascon;nuedinlateryearsanditmeantthatthere
wouldbenocoloniza;onofthelandsastherehadbeenunderGreatBritain.“Schoolsand
themeansofeduca;on”weretobeencouraged.Thiswordingreinforcedtheprovisionin
theLandOrdinanceof1785alloca;ngonesec;onofeachtownshipforthesupportof
schoolsandofci;zenship(e.g.,religiousliberty,righttotrialbyjury,writofhabeascorpus)
wereassured.TheseassuranceswereprecursorstotheBillofRightstotheU.S.
