The EU waste hierarchy provides guidance for waste management in five hierarchical
levels. The “Green Public Procurement Manual on Plastic
Waste Prevention” in the EU
LIFE project “Plastic ZERO”

At EU level, about a quarter of post-consumer
plastics are being recycled, a third recovered in
waste-to-energy processes and the rest landfilled.
Meaningful differences exists between countries.
However, the “Green Public Procurement Manual on
Plastic Waste Prevention” contains requirements that
are generic and applicable regardless of country specific preconditions.
Packaging is most significant for both
market demand for plastics (left) and
plastics waste by market segment (right).
The “Green Public Procurement Manual
on Plastic Waste Prevention” contain
copy-and-paste requirements for the following product groups:
• Packaging
• Furniture
• Office supply
• Office IT-equipment
Yearly public procurements are made for a sum equivalent to 18% of EU
GDP. With Green Public Procurement public authorities try to influence
the market in a specific direction through their purchases. The “Green
Public Procurement Manual on Plastic Waste Prevention” targets three
environmental problems from plastics waste management: CO2 emissions from combustion, inefficient use of resources and the presence of
harmful substances. The manual proposes to use public procurement to
lower these impacts by increasing demand for recycled plastic, improved
recyclability and a reduction in the use of harmful substances.
