DoIR’s Role in Western Australia
In consultation with the community and other agencies, to facilitate and coordinate the
delivery of multi user infrastructure. The primary role of the Department of Industry
and Resources (DoIR):
•Planning and managing infrastructure and land development to enable the
sustainable economic growth and future needs of the industry;
•Developing, analysing and advising on policy and projects;
• Consulting, developing strategies and formulating joint approaches in addressing
key industry issues;
•Effectively advocating for responsible industry and resource development of the
State in Telecommunications, ICT, Mining & Resources Sector, Export Development,
Energy and Petroleum Industry, Land Development, etc.

Ngaanyatjarra Lands – The Community
Several ways of pronouncing Ngaanyatjarra, eg.:

or Simply “Ng Lands” for easy pronunciation on project terminology requirements.
The Ng Lands people is one of the most complex and sophisticated Australian Indigenous
people, they have their own language and have also developed their own dictionary.
z
The dictionary is the first comprehensive dictionary for Ngaanyatjarra and Ngaatjatjarra,
which are dialects of the Western Desert language.
z
Ngaanyatjarra and Ngaatjatjarra are similar and speakers understand each other without
difficulty.
z
Ngaanyatjarra and Ngaatjatjarra are spoken by approximately 1400 people, the dictionary
is a permanent record of their language, ensuring its continuity for future generations.

Geographical Location
z
Ng Lands comprises a vast area of approx. 159,948
sq/km located near the WA, SA and NT border, and
is bounded by the Gibson Desert, Great Sandy
Desert, Great Victoria Desert and the Central
Ranges (Approx. 3% of Mainland Australia);
z
Ng Lands is 1,542km away from Perth, of which
560km is sealed road from Perth to Kalgoorlie; the
rest is dirt road (4WD Country);
z
Ng lands is approximately the size of Victoria and
three times the size of Tasmania.

Facts and Details
z
Ng Lands is home to 2,800 people, mainly indigenous Australians. The region suffers
from third world conditions in terms of economic, health, education and social
development;
z
The current telecommunications system is in a very poor state, it is a radio based
telephone system (DRCS/ HCRC), which suffers from consistent technical problems
even in just making phone call. It is completely unsuitable for data transfer, internet,
video conferencing, etc;
z
The mortality rate amongst the local indigenous people is 6.5 to 9 times the State
average; Health care is in need of major improvements;
z
No child currently attends school beyond Year 8 and most only achieve Year 7. The
level of education attained is below major towns and communities.

Ng Lands People
z
Ng lands communities has a fully functional governing body and structure through their
Ng Council and Ng Shire;
z
Federal court recently handed down the Ng Lands Native Title Determination (since
1978);
z
Ng Lands communities share similar social organisation, culture, ritual and one or two
language dialects;
z
Ng Lands is free of Alcohol and petrol, only avgas and diesel is available;
z
The Ng Lands people is one of the most complex and sophisticated Australian Indigenous
people, they have their own language and have also developed their own dictionary;
z
Most important of all, Ng Lands people have always been persistent, determined and
willing to improved their desert community and the well being of it’s people;

Why Ng Lands Communities?

Ng Lands communities have always been over looked as far as improvement in services
is concerned due to its remoteness;
z
Ng Lands people have struggled for so many years, despite of this, and has made
significant achievements in building and developing their communities;
z
Ng Lands people have always been persistent, determined and willing to improved their
desert community and the well being of it’s people;
z
The Ng Lands communities deserve all the assistance that the Government can provide
to them, they have consistently provide tangible accomplishments and has been a good
role model for Australian Indigenous people. Therefore, the Ngaanyatjarra people
deserves better recognition and attention for what they have accomplished and their
contribution to the society.

$2M grant from the Coordinated Communications Infrastructure Fund (CCIF);

$2m cash contribution from the WA State Government through DoIR;

5 years with an option for another 5 year extension up to $4.4M in total;

It will open the Ng lands for other future technology services (e.g. Mobile telephony,
Wireless network coverage, etc);

Potential setup of commercial partnership between contractor and local indigenous
people that will stimulate the local economic growth and attract further investment.
